The Guyra Paraguay Association is a non-profit civil society organisation that works to defend and protect the biological diversity of Paraguay. It is BirdLife's partner in Paraguay.
As part of the institutional strengthening process promoted by BirdLife International in collaboration with its partners, and within the framework of the implementation of the Atlantic Forest Action Plan, there is a need to contract external professional services to support Guyra Paraguay in its administrative and financial restructuring efforts.
It is proposed that it would be worthwhile to consider placing a qualified and experienced Financial Management Advisor in Guyra with the responsibility to assist with the institutional rebuilding process.
EXPECTED DELIVERABLES:
* A detailed work plan to be submitted during the first week of the consultancy. This should include a weekly activity schedule, a proposed methodology for technical support, and a strategy for identifying institutional and financial capacity-building needs.
* Two cumulative progress reports will be submitted during the consultancy. An interim report will be delivered by the end of week 5, and a final report at the end of the consultancy (week 10). Each report should describe the activities conducted, key progress made, topics covered in the discussions with Guyra staff and Board members, any challenges encountered along with corrective actions taken, and administrative and financial tools developed or improved.
* Finally, the consultant will submit an Institutional Strengthening Plan for administrative and financial management. This document should include a clear diagnosis of the gaps in capacities, tools, and processes; a capacity-building plan for staff including training topics, proposed methodologies, and a suggested timeline; an outline of the resources required (tools, staffing profiles, etc.) to address the identified gaps; and specific recommendations to ensure sustainability of the improvements over the medium term.
QUALIFICATIONS REQUIRED:
* Fluent in Spanish with strong English language skills desired
* Higher degree in business administration, accountancy and/or similar
* 7+ years of organisational administrative experience in public, private or non-governmental organisations
* Relevant experience in administrative review and institutional and financial audits
* Relevant experience in institutional capacity building, in particular organisational administration and financial management
