Job description :
The Education and Skills Directorate sits within the broader Department of Children, Young People and Learning, and plays a crucial part in delivering the West Sussex Plan to provide our young people with the Best Start in Life. This means it is vital that every education setting in the county offers each and every child the education they deserve, and we will do everything in our power to make that happen. This requires strong collaboration with the wider local authority agenda, particularly with Children’s Services.
This role will specifically sit across the SEND and Inclusion part of the directorate, where we are striving to achieve all of the outcomes of our SEND Strategy which focusses on:
• Improving outcomes through early help and inclusive practices
• Coordinated support across education, health, and care services
• Partnership working with families, schools, and settings
About the job
The role requires the ability to use professional judgement to make decisions that have long term consequences. This will involve analysis of complex and ambiguous information, often incomplete or evolving, to design solutions over multiple years, managing transition between current statutory frameworks and new legislative requirements. The postholder must be adept at balancing statutory compliance, system capacity and financial sustainability over a phased implementation in a changing environment.
The postholder will be responsible for working with staff and external partners to develop and deliver this element of our education strategy. They will be a skilled negotiator, able to influence and advise other senior leaders. They will bring strong strategic leadership to their role and be committed to securing better outcomes for children and young people. The role will require the effective management of resources, high quality service delivery and an ability to work across teams/organisations. This is an exciting opportunity for someone who has the skills and ambition to drive forward change.
Recognising that WSCC is a large organisation with a number of over-arching priorities extending to all areas of our work, you should be aware of these Council priorities and align strategic decisions with them, proactively seeking appropriate opportunities in your work/service area, and that of others, to contribute, in consultation with your line manager.
What you’ll need to succeed
To succeed in this role, you will need to demonstrate confident strategic leadership, underpinned by strong professional judgement and the ability to navigate complex, ambiguous and evolving information to deliver sustainable, long-term solutions. You will be a resilient and adaptable leader, skilled in balancing statutory compliance, financial sustainability and system capacity, while driving improvement in outcomes for children and young people. Highly effective communication, negotiation and influencing skills will be essential to work collaboratively across services and with external partners, translating national policy into impactful local practice. A strong commitment to inclusion, equal opportunities and anti-discriminatory practice, alongside the ability to lead and motivate teams, manage resources effectively and foster a culture of continuous improvement, will be critical to delivering high-quality, system-wide change.
