Estates & Facilities Governance & Assurance Officer (B7) is a key role in strengthening governance, compliance and performance across the E&F directorate, reporting to the Compliance, Contracts and Assurance Manager.
Responsibilities include developing and continually improving SOPs, policies and governance frameworks, coordinating internal and external audits, inspections and regulatory reviews (fire, water, asbestos, electrical, gas and lifts), managing statutory NHS returns such as PAM and ERIC, overseeing data systems (CAFM), providing performance dashboards, governance papers and assurance reports, maintaining risk registers and driving closure of high‑risk actions, and acting as the primary link among estates, clinical and corporate stakeholders.

Job responsibilities
Provide day‑to‑day leadership, support effective committee administration, performance reporting and departmental coordination. Lead and oversee the implementation of performance improvement, management and departmental administration systems. Prepare comprehensive performance reports for senior leadership and governance groups, streamline data systems, coordinate audits, facilitate training and ensure system integrity and compliance.
Person specification
Qualifications
* Degree or equivalent specialist knowledge in estates/facilities management, engineering, health & safety, risk management, governance or a related discipline.
* Membership of a relevant professional body (CIOB, RICS, BIFM, CIPS, IHEEM).
Knowledge
* In‑depth knowledge of NHS or similar organisation estates standards, health and safety legislation (including fire safety legislation), HTM requirements, statutory compliance obligations.
* Knowledge of ISO standards, environmental sustainability practices and energy management in healthcare settings.
Skills / experience
* Excellent written and verbal communication skills; able to produce concise, professional reports, committee papers and presentations for senior stakeholders.
* Experience of leading cross‑functional teams and managing diverse stakeholder groups, including patient safety and clinical staff.
