Role Overview

As a Human Resources Business Partner at Mersey & West Lancashire Teaching Hospitals NHS Trust, you will partner with divisional leadership to drive workforce performance, modernisation, and cultural improvement across the organisation.


Key Responsibilities

* Develop and implement divisional workforce plans aligned with organisational and national priorities; analyse workforce data, metrics and productivity information to inform decision‑making and support improvement.
* Lead workforce modernisation initiatives and contribute to service redesign and efficiency programmes; work with finance and planning colleagues to align workforce and business planning.
* Provide expert, customer‑focused HR advice to leaders on people management and workforce issues; build strong strategic relationships with senior managers, clinical leaders and stakeholders.
* Lead or support organisational change programmes, including consultation, implementation and workforce transition; act as a trusted advisor influencing workforce‑related decisions.
* Advise on and support the management of complex and sensitive employee relations cases; participate in investigations, hearings and appeals where required; ensure fair, consistent and legally compliant application of HR policies.
* Promote a positive, inclusive and values‑based culture; build effective relationships with Staff Side and support consulting and negotiations; champion equality, diversity and inclusion.
* Line‑manage HR Advisors, ensuring appropriate supervision, development and appraisal; allocate and oversee casework and provide professional coaching.
* Contribute to the development, review and implementation of HR policies and procedures; ensure compliance with employment legislation, NHS standards and Trust governance requirements.
* Maintain confidentiality, comply with GDPR and information‑governance policies; support the development of the medical workforce agenda with relevant colleagues.
* Other duties as directed by senior HR leadership to achieve the Trust’s strategic and operational objectives.


Qualifications & Competencies

* Professional credibility and experience in HR business partnering.
* Excellent relationship‑building skills and the ability to influence decision‑making.
* Strong analytical and problem‑solving abilities with proficiency in workforce data and metrics.
* Knowledge of NHS employment legislation, policy and governance matters.
* Experience in employee relations, organisational change and workforce planning.
* Demonstrated ability to lead and develop people‑management capability.
* Commitment to equality, diversity, inclusion and staff wellbeing.
