Estates Manager Operations (Engineering)

We are seeking an experienced Engineering Estates Manager to join our busy and dedicated Estates Operational Maintenance Team.

This is an exciting opportunity to play a key role in ensuring our hospital's engineering and building services run seamlessly to support world‑class care for children and young people.


About You

* Strong knowledge of health and safety compliance (electricity, asbestos, fire, legionella, LOLER), with expertise in benchmarking, market testing, and value‑for‑money processes.
* Skilled in practical problem‑solving and experienced in decontamination and sterile services, ligature and self‑harm risk management, and medical gas systems.
* Educated to Degree Level in Electrical or Mechanical Engineering or Building Services
* Evidence of Continuing Professional Development and ongoing learning


Main duties of the job

* Deliver effective operational estates management across Sheffield Children's Hospital.
* Ensure compliance with regulatory, financial, and service frameworks.
* Plan and oversee maintenance for engineering services and buildings.
* Manage the in‑house team and external contractors for routine and emergency services.
* Support out‑of‑hours on‑call cover and maintain service standards.
* Monitor budgets, performance, and compliance reporting.

Person Specification


Qualifications

* Educated to Degree Level in Electrical or Mechanical Engineering or Building Services
* OR HNC / HND in Electrical or Mechanical Engineering or Building services with extensive knowledge and experience of building services discipline
* OR City and Guilds practical training certificate in mechanical building services, approved electrician or equivalent related technical qualification and significant post apprenticeship knowledge and experience of building services discipline
* Evidence of Continuing Professional Development and ongoing learning
* A commitment to undertake further training and qualifications aligned to the job role
* Qualified to master's degree Level in an Engineering discipline
* Membership of engineering or building professional institution
* Authorised persons status in Estates engineering services
* Basic health and safety qualification e.g. NEBOSH certificate


Experience

* Experience in a management position of the operational management of a large Estate, to include building fabric, building services and associated engineering systems and equipment
* Extensive experience in electrical / mechanical or building services engineering
* Experience of managing small to medium building and engineering projects
* Experience of writing and implementing policies and procedures covering engineering maintenance, and estates health and safety
* Experience of writing risk assessments, safe work procedures and operation of permit to work systems
* Experience of building effective relationships with a wide range of stakeholders with conflicting priorities. Management of delegated budgets and compliance with financial procedures
* Contribution to and implementation of Estates services strategies and action plans. Including experience of writing action plans, reports and planning
* People management skills with the ability to motivate and inspire team to produce results
* Experience in Managing Health & Safety in an Organisational setting
* Achieving best value in procurement of projects and contracts, and the planning and delivery of cost improvement programmes


Knowledge and Skills

* In depth knowledge of key areas of regulatory compliance for health and safety including electricity, asbestos, fire, legionella, falls from height, LOLER
* Excellent communication and interpersonal skills with the ability to overcome barriers to engagement by stakeholders using negotiating and influencing skills
* Ability to use own initiative to improve process and procedures
* Excellent organisational and time management skills with the ability to meet challenging and conflicting deadlines for themselves and the team
* Ability to work autonomously and as part of a team
* Benchmarking, market testing and value for money processes and exercises
* Sound professional/technical knowledge of Estates issues including Mechanical and Electrical engineering
* Report writing and presentation skills
* A practical approach to problem solving
* In‑depth knowledge of decontamination and sterile services processes, ligatures and self‑harm risks, medical gases
* Demonstrate an in‑depth understanding of NHS Estates management, including CQC outcomes and NHS Premises Assurance Model
* National healthcare strategies and how they relate to Estates and associated services
* Knowledge of relevant NHS specific guidance associated with Estates and Facilities Infrastructure including HTMs and HBNs
* Knowledge of NHS reporting and audit processes including ERIC, PAM and PLACE
* CQC standards that apply to Estates and Facilities Infrastructure services
