The Council is looking for a highly skilled Repairs & Maintenance Manager to oversee the provision of exceptional, responsive repairs and maintenance services for its housing residents. This position involves managing strategic contracts, budgets, and continuous improvements in service delivery to ensure compliance with all legal, safety, and regulatory requirements while promoting a customer-focused approach. Key Responsibilities: · Manage the efficient delivery of a responsive repairs service, ensuring repairs are completed on time and to a high standard, meeting or surpassing performance targets. · Supervise void property management to minimise rent loss through rapid property turnaround. · Handle disrepair cases, ensuring compliance with legal obligations, and represent the Council in court if required. · Collaborate with the Asset & Development Manager to implement capital works, cyclical maintenance, and planned programmes, ensuring successful project outcomes. · Keep accurate records of housing stock, repairs, and changes to ensure effective asset management. · Provide financial and qualitative data to support asset management decisions, ensuring alignment with the Council's objectives. · Develop and maintain a compliance schedule for housing assets, monitoring performance and escalating issues when necessary. · Create and execute contract management strategies to assess contractor performance and drive service improvements. · Ensure compliance with statutory, regulatory, and policy requirements through regular audits and action plans. · Oversee repairs support functions, including reactive, planned, and cyclical maintenance, aids, adaptations, and technical services. · Manage significant budgets, ensuring financial accountability, resource management, and cost-effective procurement. · Contribute to strategic planning and decision-making within the Housing, Well being & Communities Management Team. · Lead cross-functional projects aimed at enhancing service delivery and improving the customer experience, leveraging data and customer insights. · Respond to complaints, FOI requests, and inquiries from MP's, Councillors, and external stakeholders, driving service improvements. · Set performance targets, manage staff development, and oversee recruitment and staff well-being to ensure a high-performing team. · Promote the Council's values of trust, pro activity, respect, and kindness, fostering a culture of collaboration and innovation. · Cultivate a customer-first culture, empowering every team member to deliver exceptional service. · Ensure effective record-keeping by maximising the use of software systems, in line with relevant policies and regulations. · Maintain business continuity plans and participate in emergency response efforts as necessary. · Commit to ongoing professional development for yourself and your team, adapting to industry trends and legislative changes. Key Criteria: · Extensive experience in housing services within a local authority or housing association. · Proven track record in managing responsive repairs teams, ensuring high service quality, efficiency, and compliance with legal and regulatory standards. · Demonstrated success in managing strategic contracts, including budget control and performance improvement. · Strong understanding of housing stock management, asset management, and maintenance planning. · Experience in leading and developing multidisciplinary teams, setting clear goals, and ensuring high performance. · Ability to manage complex disrepair cases, including legal documentation and representation. · Excellent communication and leadership skills, with the ability to influence and drive organisational change. · A customer centric approach, with a history of improving resident satisfaction and service delivery. · Experience managing substantial budgets and procurement processes. · Knowledge of relevant legislation, compliance frameworks, and industry best practices in housing and repairs services.
