Operational Leadership

1. Deputise for the Chief Operating Officer in their absence and support the operational leadership across the Trust's mental health and community services.

2. Support the COO in overseeing the day-to-day operations of services, ensuring that all areas deliver safe, high-quality, patient-centred care that achieves expected standards.

3. Work collaboratively with the Directorate Operations Directors to;
• Develop and implement performance and delivery strategies to improve service delivery and productivity, ensuring services are effective and efficient with high levels of productivity to meet strategic and operational goals.
• Develop and implement operational plans that align with the Trust's strategic objectives, with a focus on optimising resources, improving service access and quality.
• Drive service improvement initiatives aimed at improving patient outcomes and service efficiency.

4. If required provide direct, hands-on operational support to assist Directorates to react to immediate operational pressures that are affecting the Trust's performance delivery.

5. Participate in the Director on call rota.

Service Delivery, Performance Management and Monitoring

1. Ensure that the operational delivery of mental health and community services meets national and local performance standards, including CQC regulations and NHS Key Performance Indicators (KPIs).

2. Monitor operational performance to ensure improved productivity, clinical outcomes, patient experience, and operational efficiency, addressing any underperformance with the Directorate Operations Directors and supporting the development improvement plans as required.

3. Develop and maintain systems to measure and improve operational performance, including waiting times, productivity, cost-effectiveness, clinical quality and service user experience.

4. Lead the further development of an integrated performance report to:
• Ensure it remains fit for purpose within the changing local and national NHs environment.
• Provide robust performance monitoring, management framework and reporting schedules that align the statutory performance standards to the organisational needs which will include operational performance, quality, workforce and financial data.
• Proactively assess any deviation from the standards and support Directorates to develop and implement robust remedial actions.

5. In partnership with the Information and Performance team provide regular reports and presentations regarding Trust performance to the Board and relevant sub committees, ensuring timely and accurate data is compliant with all national and local data reporting time- scales.

6. In collaboration with the Directorate Operations Directors oversee the management of patient flow across the Trust, ensuring timely access to services and safe transitions across the patient journey, reducing out of area placements.

7. Support Directorates to implement the Patient and Carer Race Equality Framework (PCREF).

Education / Qualifications

Essential criteria

* Postgraduate management qualification at Master's level or equivalent level of experience

Desirable criteria

* Programme and project management qualifications.

Experience

Essential criteria

* Extensive experience of running operational services at a senior management level
* Successful record of managing and implementing substantial service transformation and organisational change projects
* Significant experience of working with senior clinicians and multi professional teams in achieving service improvement.
* Experience with data analytics and reporting tools to assess service performance and productivity.
* Evidence of achieving targets and objectives within a challenging environment.

* Experience of planning and implementing long term strategy
* Experience of working closely with Commissioners to inform and implement policy initiatives.
