We’re looking for two Senior People & Culture Leads to join us at a pivotal time. This role combines the scope of a senior HR business partner with the ability to shape culture and capability across diverse services. You will work closely with Regional Directors, building trusted partnerships, embedding transformation programmes, and helping managers develop the skills and confidence to deliver high-performing services. The role is remote-based with regular travel to sites and visibility across regions, including involvement in sexual health services and the SH24 integration. This is about influence, coaching, and impact—not policy writing or transactional HR. You will create region-specific people plans, use data to shape decision-making, and ensure changes stick after project teams move on. Responsibilities
* Act as a strategic partner to Regional Directors, building trusted relationships and ensuring people strategies support operational and service delivery goals.
* Develop and deliver tailored people plans for each region, aligned with organisational strategy, KPIs, and local priorities.
* Embed organisational change by sustaining recent transformation programmes, building capability, and enabling managers to lead new ways of working.
* Coach and support managers to strengthen leadership capability in areas such as absence management, performance management, and employee engagement.
* Create clear links between people data and business outcomes, helping leaders understand how absence, agency usage, and retention impact cost and service quality.
* Champion a positive and inclusive culture, using surveys and engagement tools to identify issues and co-create solutions with managers and teams.
* Provide visible presence across services through travel to sites and attendance at leadership and team meetings to offer hands-on support.
* Use data and insights to inform decision-making, identify people risks, and recommend pragmatic solutions balancing commercial and colleague needs.
* Collaborate with centres of excellence within the People team to ensure consistent application of policies, practices, and initiatives with local adaptation.
* Promote equality, diversity, inclusion, and wellbeing across all people practices to create environments where colleagues can thrive.
* Contribute to organisational performance by tracking ROI on people initiatives and ensuring value to colleagues and service delivery.
Qualifications
* Senior HR Business Partner / OD leader with a proven track record of partnering with senior stakeholders to deliver people strategies that drive performance and culture.
* CIPD Level 7 qualification (or equivalent experience) with strong knowledge of employment law, organisational development, and workforce planning.
* Experience embedding change through capability building, coaching, and cultural alignment; able to sustain change beyond project delivery.
* Strong ability to build leadership capability, particularly around absence management, performance, engagement, and succession planning.
* Proficient in using people data and insights to influence decisions and link people practices to service KPIs (e.g., absence rates, agency spend, staff survey outcomes).
* Excellent communicator and influencer, able to build trust with Regional Directors and senior managers with diverse leadership styles.
* Willingness to travel regularly and maintain visibility across services, including on-site leadership and direct support in team meetings.
* Commercially astute with the ability to balance organisational goals, colleague wellbeing, and service user needs.
* Values-driven leader who champions inclusion, wellbeing, and engagement.
* Resilient and adaptable, capable of navigating a complex, changing environment and connecting multiple priorities.
