Job Description To identify and assess potential development land to ensure an ongoing pipeline of sites for future projects. Developing businesses cases for sites held for redevelopment using the Government's five case model. Conducting feasibility studies and risk assessments for potential projects form small sites to large scale regeneration opportunities. To manage a programme of multi-million pound projects for the council, working in collaboration to ensure commissioning and delivery in time and within available resources. To project manage development projects from inception through to completion with a focus on cost, quality and time. Role To instigate, procure and manage the council’s role in projects and joint ventures with third parties (e.g., RPs, third sector organisations, private developers and funders) to: develop new commercial properties develop housing on council owned land purchase land and / or new homes provide grant funding for the development of affordable housing on privately owned sites unlock development potential of privately owned stalled development sites, either through negotiation or CPO To access, negotiate and coordinate external funding opportunities for growth and regeneration through a coordinated, strategic approach to maximise funding to enable the council to deliver its identified priorities. To Carry Out Research To understand current and future housing need, including affordable housing ensure that new homes are developed to the highest possible standards of environmental sustainability and meet emerging building regulation standards understand emerging construction technologies and to identify opportunities for their use To contribute to the development and preparation of housing, property and planning policies and strategies. You will need the ability to analyse, influence and respond to local and national policy formulation and consultation. Analyse, influence and respond to national (Government and agencies) policy formulation and consultation on behalf of the Council and develop the Council and its partnerships to meet and capitalise on emerging national and regional policy. Skills Required Project management: Strong project and programme management skills with a proven track record of delivering succesful projects. Communication: To effectively communicate with a wide range of housing professionals, developers, construction specialists, council members, senior council officers and members of the public. To possess excellent negotiation skills Relationship management: To build and sustain quality relationships with a range of internal and external partners including Registered Providers, architects, contractors, developers, housing officers and asset managers. Analytical skills: To possess good research and analytical skills including the ability to use appropriate software to retrieve information and to analyse complex data. The ability to create and understand complex business models using Microsoft Excel or similar software. Financial: To understand, monitor and account for spend against large budgets including managing contingency sums and variations. To understand and be able to prepare development viability appraisals. To work under pressure, managing priorities and responding in a complex environment. To be self-motivated with the ability to work on own initiative, but within a supportive team framework. Educational Requirements Degree in a relevant field or equivalent, or equivalent experience within the sector. Prince 2 project management practitioner or equivalent experience.
