Overview

We are looking for an exceptional leader, with superb communication skills, able to engage, listen, inspire and influence to build relationships with the public, media and partnership organisations including the Office of Health Improvement and Disparities, NHS England and UKHSA. This senior post within the Isle of Wight Council sits within the Public Health Senior Management Team, reporting to the Director of Public Health.

The post is well supported within an established team of Consultant, Public Health Principals, Senior Practitioners, Practitioners and Analysts. We want someone who will challenge traditional thinking and identify risk‑aware innovative solutions that enhance the potential for improvement. Alongside corporate responsibilities, you will provide strategic leadership across a range of portfolio areas including:

* Tobacco control
* Healthy weight
* Physical activity
* Healthy ageing
* Sexual health
* Healthcare public health


Responsibilities

Working alongside the Consultant in Public Health and Director of Public Health, you’ll take a significant leadership role and be outward‑facing, providing public health leadership across the Island, Hampshire and the Isle of Wight system to improve health and reduce inequalities. A key element of this role will be deputising for the Director of Public Health and leading the development and implementation of system strategies, alongside operational and financial management in delivery of public health functions.

Opportunities to shape and develop the role in areas of personal and professional interest include building on existing relationships with research partners and providing educational supervision for Public Health Registrars. The role offers excellent development opportunity towards a career progression to Associate Director of Public Health.

Lead, plan and deliver the council’s public health services that support and underpin the successful customer‑focused delivery of public health priorities and outcomes. Key duties include:

* Improving the health of the population
* Managing the matrix structure with Consultants in Public Health
* Focused Integrated Care Partnership work
* Influencing and developing the Island system
* Providing leadership for the Health and Wellbeing Board
* Overseeing the domestic‑abuse theme for the IOW in line with the Domestic Abuse Act
* Ensuring statutory duties of the council in relation to public health are delivered to the highest standard
* Being accountable for the performance of the public health agenda and the delivery of high‑quality strategic aims


Essential Qualifications

* You will be an exceptional leader with superb communication skills, able to engage, inspire and influence while building relationships with the public, media and partnership organisations including the Office of Health Improvement and Disparities, NHS England and UKHSA.
* Demonstrated significant leadership experience and skills, managing or leading a public health service or function, alongside extensive knowledge of Local Government and the wider public health system.
* For GMC Specialist Register/GDC Specialist List candidates: required inclusion in the relevant register or evidence of entry within 6 months of interview.
* For Public Health Specialty Registrar and specialist trainee applicants not yet on the register: verifiable signed documentary evidence of application to the register.
* Capability to work within a matrix structure and lead cross‑agency partnership planning.


About the Service

We recently launched our new Public Health service on the Isle of Wight, moving away from our previous partnership with Hampshire County Council. Our aim is to bring deeper focus to the unique challenges and opportunities for our Island community, improving healthy lives and reducing inequality. This is a strategic systems leadership post with potential career growth and progression, leading work on health improvement, health protection and healthcare public health, all with real community focus.
