The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.

The Role & Key Responsibilities

A rare and exciting opportunity has arisen with the recently created Sussex Police Road Safety Team (RST). As the newly appointed Camera & Ticket Process Team (CTPT) Team Leader you will be instrumental in leading an ever growing, driven and friendly team focussed on reducing deaths and injuries (KSI’s) on the roads of Sussex.

This vital role will work collaboratively with the CTPT Supervisor and Road Safety Operations Manager’s to monitor and balance a variety of work streams, prioritising the demands within the team.

Trained in the day to day duties of the team, the successful candidate will also line manage a dedicated unit to provide an effective administrative system processing road safety offences and public reports related to antisocial driving; taking responsibility for quality assurance and decision making process for offence disposal.

Effectively supervise the Camera & Ticket Process and Post Assistants Teams. Managing the workloads of the individual teams daily, identifying where resources are needed to be allocated to meet demand. Actively manage the volume of road traffic offences against resources to minimise the impact of work generated for not only Camera and Ticket Process Team but the Camera Technicians.

Constantly review working practices seeking always to achieve efficiencies and eliminate unnecessary bureaucracy with a view to achieving an improvement in service.

Be accountable for the unit Dashboard to completed daily so that data can be analysed to forecast workloads against available resources on a daily, weekly and monthly basis leading to problem solving by analysing information and determining the course of action necessary to be taken within the statutory period regarding non-payment, excusal or cancellation of cases.

Provide reasoned or legal arguments where appropriate, in particular with an explanation of the requirement to provide driver details under S172 of the Road Traffic Act 1988. Manage, review and quality assure court files generated, make decisions on prosecutions, mitigation and quality of files using the Investigative Framework (using THRIVE and NDM principles).

Represent both internally and externally, the Camera & Ticket Process Team/RST, and proactively contribute when appropriate and follow up on actions. In addition, take responsibility for regularly arranging and chairing team meetings with the team you line manage and ensure that messages are disseminated to and from the team as appropriate.

Support the principals of continuous improvement ensuring that processes and procedures are reviewed regularly to ensure the effectiveness of the teams. Eg. Attend presentations/demonstrations to assess the impact of the proposed changes, offering specialist advice regarding procedures and evaluation of the feasibility and worth of any back-office technology.

To record, investigate and respond appropriately to problems and complaints from members of the public on the legal aspects of traffic enforcement. Identifying the findings and taking the appropriate action to ensure an excellent customer service is provided. Responsible for recruiting, leading, directing, co-ordinating, training new and existing staff and leading the teams to ensure deadlines are met and procedures and policies are complied with.

In the absence of the CTPT Supervisor, be expected to undertake duties relevant to the Supervisor role, and must equally be able to undertake duties of a similar or lesser graded role.

Skills & Experience

1. Educated to A level standard or equivalent experience.
2. Demonstrable ability to support and guide staff in dealing with offenders who are of a challenging/aggressive/abusive nature.
3. Excellent written and oral communication skills demonstrating the ability to negotiate and deal with significantly confrontational calls from members of the public.
4. Excellent organisational skills with the ability to continually prioritise own workload, workload of team and work to strict timescales. Decision making and accuracy is vital with excellent attention to detail.
5. Able to demonstrate how they support their team in consistent decision making in line with Investigative Framework (using THRIVE and NDM principals) to ensure that staff have confidence to dispose of their duties properly.
6. To have an enquiring mind and be able to form complex investigations. Ability to produce complex reports, accurately analyse data and act upon information available to ensure needs of the Unit and the Force are met and managed effectively.
7. Experience of implementing new processes and monitoring to improve team performance. Ability to work in pressurised environment, working as part of a team of effectively on own initiative.
8. Previous line management/Supervisory experience (ideally in a similar pressurised environment - Desirable).
9. Work effectively as part of the team and lead/manage the team, delivering feedback, motivation, support and direction where needed.
10. Proven ability in problem solving and working under pressure with minimal supervision.
11. IT literate and able to pick up systems quickly.
