The Celestar Corporation has been issued a task order to provide support to the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL). As a result, we’re looking for a Administrative Support Officer who will be seated in Washington, DC. If interested and qualified, we welcome you to post for this challenging opportunity.

CLEARANCE REQUIREMENT: A Secret security clearance is required for this position; however, the Contractor may begin with an interim Secret security clearance.

POSITION LOCATION: The physical work location is the INL/AP office at State Annex 1 (SA-01), Columbia Plaza, 2401 E St. NW, Washington, DC.

PERIOD OF PERFORMANCE: One (1) Year with the option to exercise Two (2) option periods, subject to performance, need, and funding.

BACKGROUND

The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.

INL keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.


Since 2005, INL's Afghanistan/Pakistan Program Office (INL/AP) has supported USG national security foreign affairs priorities by supporting INL office sections in the U.S. embassies located in Islamabad, Pakistan and Kabul, Afghanistan. As the foreign assistance funds associated with these countries have grown, INL/AP has had to dramatically expand its Washington, D.C. capabilities and staff to properly administer these foreign assistance programs in the areas of counternarcotics, rule of law, police training, mentoring, commodity transfers, and infrastructure improvements. To date, these programs have built useful relationships and positive results across
each country.

TRAVEL: Travel is authorized for this position in accordance with the award and shall not exceed the designated ceiling.

TRAINING

This BPA Call provides for mandatory training for DOS-specific equipment, systems, and processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly and in accordance with Department policy. These trainings do not require INL Contracting Officer (CO) approval.


LEVEL OF EFFORT
Hours for this full-time position will be the core hours of the INL/KM/CET office in Washington, DC: Monday through Friday, 8 hours a day, 40 hours a week. T


PERIOD OF PERFORMANCE
The period of performance for this order will be one (01) year from the date of award with the option to exercise four (04) one-year option periods, subject to performance, need, and funding.

DUTIES/RESPONSIBILITIES

General

1. Provide support to the current Office Management Specialist (OMS) to assist the Office Director, Deputy Director, and all staff officers in producing routine correspondence.
2. Pick up and deliver packages between offices or interagency, as required.
3. Order and maintain supplies.
4. File, shred, and conduct paper management, as required.
5. Conduct time-and-attendance management, including annual leave, sick leave, and travel

Write

6. Prepare forms, draft replies, and routine correspondence.
7. Compose correspondence; typical subjects include administrative matters, letters of acknowledgment, general office policies, acceptance of invitations, and cancellation of conferences.
8. Prepare correspondence, forms, reports, cables, or other documents by utilizing word processing systems. Ensure the use of correct punctuation, capitalization, spelling, grammar, and conformance to style.

Schedule

9. Meet with working level interlocutors on administrative matters in accordance with Director and Deputy Director's instructions.
10. Contact other personnel to attend meetings, as appropriate to the subject matter.
11. Schedule large meetings and conferences. Select time and location, notify participants, track invitations and RSVPs, conduct in/out processing/greeting/escorting of personnel and visitors, ensure that all required materials and services are provided in a timely manner, attend the meetings and take/distribute notes, and prepare reports of the proceedings.
12. Schedule/cancel conference rooms as needed.

Visitors/Phones

13. Receive visitors and phone calls. Accurately determine the nature of the request and either personally answer routine and administrative requests for information, or refer to appropriate staff.
14. Follow up on telephone conversations and take appropriate steps to ensure that necessary action is initiated and completed as soon as possible and practical.

Travel

15. Make travel arrangements based on general travel intentions, known preferences of the traveler, and in accordance with appropriate travel regulations. Schedule transportation and hotel/Government quarters reservations in a timely manner. Notify organizations and officials to be visited, keep in touch with the staff en-route, and write thank-you letters (as appropriate) after the staff member's return. Effectively deal with security issues. Accurately prepare travel orders, travel vouchers, country clearances, and visa request letters for submission. Obtains passport/visas from embassies.

Research/ Assistance

16. As requested, or on own initiative, make careful and exhaustive searches for information difficult to obtain, compile data, and make preliminary analysis for the Director or other staff officers, as appropriate.
17. Receive requests from other organizations within the Department of State for information concerning administration and programs. From available background data, assemble requested information or follow up to ensure that staff members submit required answers within the specified time.
18. Provide advice and guidance to staff on applicable procedures, instructions, and other regulations pertaining to administrative matters.
19. Establish and maintain records of various types that may be needed or will assist in the efficient operation of the office. Ensure files have all pertinent documents and signatures. Maintain and accurately update file system to enable quick and efficient retrieval of information. Accurately purge files or perform other file disposition actions in accordance with established procedures. Where appropriate, responsible for the accurate receipt, control, logging, safekeeping, and necessary action on all classified material received.
20. Effectively enhance the ability of the office to support overall mission requirement through performance of one or more of the following: use word-processing software to accurately and succinctly draft documents, memos, meeting minutes, etc.; use database or spreadsheet software to accurately enter, revise, sort, calculate, and retrieve data for standard reports; use graphics and presentation software to provide graphic symbols, charts, and graphs for viewgraphs or paper presentations; or accurately and promptly transmit and receive documents and messages electronically using a PC or a workstation.

MINIMUM QUALIFICATIONS

21. U.S. Citizenship.
22. Bachelor’s degree from an accredited institution.
23. Knowledge of, and demonstrated experience, using Microsoft Office Suite.
24. Knowledge of, and skill in, correct usage of English grammar, spelling, punctuation, capitalization, and style.
25. Demonstrated experience in the use of the telephone and voicemail.

PREFERRED QUALIFICATIONS

26. Ability to communicate effectively orally and in writing.
27. Ability to establish and maintain effective relationships.
28. Ability to provide customer service.
29. Skill and ability in managing multiple concurrent activities of varying complexity, including changing priorities and short tum-around times.
30. Experience working for or alongside the International Narcotics and Law Enforcement bureau with the Department of State.
31. Demonstrated ability to provide excellent customer service.

GOVERNMENT FURNISHED EQUIPMENT

DOS will provide the Analyst with office space, computer, phone, and other required equipment and supplies necessary to complete all job requirements. DOS will own and maintain all furnished property.
