Job Description

We have an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform how the Environment Agency regulates.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme to support risk mitigation, issue resolution, and barrier removal, ensuring alignment with our business case and delivering value for money.
We seek someone with a strong track record in managing complex financial information, collaborating with others to drive value for money, and influencing ongoing investment.
Tasks will include:
* Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives, owning the change control process.
* Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams to ensure affordability and value for money.
* Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting investment and funding activities alongside the Programme Manager and Director.
* Ensuring adherence to governance and assurance requirements.
* Supporting ongoing business management through whole life cost allocations.
The team
The Digital, Innovation and Programmes team is responsible for the Digital Strategy and its implementation across E&B, setting the strategic direction for digital services that will transform regulation.
You will work in a multidisciplinary team, alongside Defra shared services and third-party suppliers, to shape the delivery of user-centered online services and digital platforms that are more efficient, simpler, and faster to use.
Experience/skills Required
Experience that would be beneficial but not essential includes:
* Experience in a fast-paced, dynamic programme of work.
* Extensive digital skills across Microsoft products (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial information.
* Understanding of the organisation’s financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL definitions, recharges between Defra and EA.
* Purchase order raising where necessary.
* Experience with business cases, EA and Defra approval and assurance routes, including change control processes.
* Experience working in a digital programme (helpful but not essential).
* Awareness of governance requirements around spend control and assurance processes.
* Proven ability to lead and own your area of work, engaging key stakeholders and driving innovation and best practices to contribute to delivery.

The role is flexible with an EA Office base location; some travel and overnight stays may be required. We use smart tools to stay connected and reduce travel.
