Senior Quantity Surveyor

Accountabilities
Lead on the commissioning and delivery of the Essex Highways contract, valued between £2bn and £3bn. Accountable for developing the highways model to deliver active travel, decarbonisation, and economic growth. Work with senior officers and external partners to build commercial solutions, conduct financial viability analysis, manage risk, and embed best value and statutory outcomes.
Dimensions
Budget responsibility: indirect, driving commercial outcomes for the multi‑billion investment. People: support a commercial advice team of approximately 10 people. Breadth of role: accountable for achieving demonstrable best value through procurement of statutory duties, policies and strategies that cover the breadth of highways and transport.
Knowledge, Skills and Experience
* Degree level or equivalent qualified surveyor experience.
* Member of the Royal Institute of Chartered Surveyors or relevant professional body.
* Post‑qualification experience in highways and transport, with a track record of successful delivery of contracts and schemes.
* Excellent leadership, influencing and negotiating skills.
* Capacity to innovate and deliver digital and commercial solutions.
* Commercial awareness and ability to generate creative options around income generation, grant funding and asset utilisation.
