Job Description

As a result, alongside several consortium partners; Balfour Beatty have been selected by bp (British Petroleum) to construct a first-of-a-kind fully integrated gas-fired power station with carbon capture and storage which is a key driving force behind plans to make Teesside the UK’s first decarbonised industrial cluster.

Balfour Beatty is seeking a dynamicMechanical Quality Area Leadto contribute to theNet Zero Teesside(NZT) project based at our site in Redcar and Cleveland.

The role involves providing comprehensive support to the Construction Quality Manager and the Quality, Health, Safety, and Environment (QHSE) function. This includes managing a package of work and overseeing subcontractors to ensure full compliance with Project requirements, Company policies, standards, and procedures. The aim is to deliver effective and efficient management of resources and activities. To manage and control all project document flow to ensure accurate registration, storage of drawings and specifications and accurate liaison with site team, design team, subcontractors, customers, external suppliers and work winning staff, as appropriate. To provide subject matter expertise and coaching on the use of Business Collaborator, CEMAR and all other software required for use with relevant teams and subcontractors.

* Sound knowledge, understanding and effective application of ISO 9001
* Sound knowledge, understanding and effective application of national/international product Codes and Standards BS 7671 IET Wiring Regulations
* Sound knowledge, understanding of compEx regulations (competency in explosive areas) and ATEX regulations
* Sound knowledge, understanding and application of Construction Management principles
* Teamwork and interpersonal communication skills, meeting management, presentation and report writing skills
* Support the relevant Project Quality Manager and Construction Director/Manager(s) in Quality matters from Site set-up Plant Handover
* Provide responsive and competent advice to the Construction Management team in support of the quality deliverables
* Facilitate the application of the quality management system and Customer quality arrangements
* Influence quality strategy through interaction during Construction and Commissioning phases
* Identify risks to successful execution and delivery and ensure risks are captured and mitigated through the project risk register
* Proactively liaise with the Customer, Third Party representatives and Regulators on project quality performance
* Act as delegated Technical Authority for project Quality delivery and deliverables
* Implement Incident Escalation process on site
* Ensure effective and compliant Quality input into all Construction Execution Plans and Construction Quality Plans
* Ensure all Sub-Contractor Quality documents relevant to the project are reviewed and approved prior to work commencement
* Ensure all Sub-Contractors adhere to approved Quality documents relevant to the project
* Ensure all Sub-Contractor Assessments relevant to the project are completed and submitted in a timely fashion to the Procurement function
* Proactively monitor Construction quality performance data detecting and acting on adverse trends
* Co-ordinate non-conformance and management, proactively facilitating close-out and addressing root cause through corrective and preventive actions
* Monitor and expedite timely close out of Technical Queries and Concessions
* Ensure QHSE data bases are populated and maintained with Construction data
* Plan and undertake on site quality audits to measure compliance with the quality management system and Customer quality arrangements
* Ensure governance audits and compliance monitoring schedule are implemented by the relevant disciplines on site including all interfaces and work by Sub-Contractors
* Identify Error Traps within Construction delivery and implement Error Prevention Tools to reduce instances of predictable error
* Interface with Quality Control to ensure appropriate levels of quality surveillance, inspection and control within applicable areas of Construction execution and delivery
* Attend all appropriate Construction meetings as required by Construction Management and convene and chair quality meetings on site as necessary
* Prepare a monthly Quality performance report for the relevant Project Quality Manager and Project Reviews
* Ensure consistent and effective deployment of Company Policy, Objectives, procedures/standards and initiatives within and across the project RIGHT First Time
* HNC in Quality Management or a degree in a relevant
* CQI Certificate in Quality Management
* Associate Member of the Institute of Quality Assurance (AMIQA)
* Internal auditors’ qualification to ISO 9001
* External auditors’ qualification to ISO 9001 – preferred
* Proven experience with M&E Industry sectors
* Understanding of IT systems used in documentation control
* Good experience of document control
* Basic understanding of BIM
* An ability to understand how the operations of the department relate to others and work collaboratively to obtain the best outcome for the business
* Good interpersonal and communication skills
* Take ownership and lead continual improvement within the Construction Management team
* Ensure competent and adequate Quality functional and operational resource to support Construction delivery, including agreement and input of such into cost schedules
* Identify and ensure delivery of regular and suitable Quality awareness and training in support of Construction delivery
* Implement and maintain a transparent and effective Quality document management system on site
* Ensure Construction Close Out reports and handover/turnover documentation are completed in a timely fashion, capturing Best Practice and Lessons Learnt
* Ensure all Customer complaints are brought immediately to the attention of the Head of Quality, relevant Business Quality Manager and the Project Director/Manager
* Ensuring consistent and effective application of Company Policy, Objectives procedures/standards and initiatives
* Identification and reporting of non-application of Company Policy, procedures, standards
* Taking the lead on effective and value-added support to project delivery
* Preventing Quality failures
* Maintaining an integrated approach to the application of QHS&E
* Continual Improvement in employee attitudes to Quality
* Continual Improvement in local Quality performance
* Achieving annual Improvement Programme targets
* Effective communications and model team working within the QHSE function and across the businesses and support functions
* Cost effective management of any assigned resources and budgets
* Maintaining accurate and adequate Quality Records
* Accurate and adequate Quality Performance recording and reporting
* Satisfactory preparation, maintenance and implementation of Quality Systems
* Timely completion of handover documentation
* Identification of training requirements for quality related personnel
* Effective resolution of Quality issues
* Coordination of relevant staff and quality personnel
