Role Overview
A Package Manager (Agent) is required to support the delivery of engineering survey packages on a major UK infrastructure programme at the Lower Thames Crossing. The role will focus on managing and coordinating key survey activities, ensuring they are delivered safely, on programme, and within budget.

Topographical Surveys
Ground Investigation
Utility Trial Trenches
Weathering Steel surveys
Initially, the successful candidate will support the Project Manager and Engineering Director in finalising the scope, procurement strategy, and programme for all survey packages.
Key Responsibilities
Health, Safety & Wellbeing
Maintain a safe working environment by enforcing health and safety regulations, best practices, and adherence to the Construction Phase Plan.
Promote a strong safety culture and support wellbeing initiatives across the project.
Ensure compliance with onboarding and induction processes for relevant work packages.
Review and approve Works Package Plans for both subcontracted and self-delivered works.
Ensure CDM requirements are met in collaboration with the Project Manager and Principal Designer.
Support incident investigations with the Health & Safety Manager and ensure corrective actions are implemented.
Programme Management
Plan and coordinate all self-delivered works.
Monitor and manage programmes for subcontractor and third-party activities.
Drive progress to ensure key milestones and project deadlines are achieved.
Implement short interval control planning.
Support programme updates in line with NEC4 Clause 32 requirements.
Project Management
Coordinate subcontractors, suppliers, and project stakeholders to ensure smooth project delivery.
Identify and resolve issues that may impact progress, quality, or safety.
Quality Assurance
Establish and maintain required quality standards across the package of works.
Ensure engineers, supervisors, and subcontractors understand project specifications and reporting requirements.
Review and approve Inspection and Test Plans (ITPs) for both direct and subcontracted works.
Community & Stakeholder Engagement
Provide information to the communications team to support stakeholder engagement and public communications.
Support resolution of community concerns and implement actions following incidents or complaints.
Work with the Social Value team to ensure project commitments are achieved.
Environmental Sustainability & Carbon
Liaise with the Environmental Manager to ensure compliance with the Environmental Management Plan.
Support delivery of environmental and carbon reduction targets across the scheme.
Reporting
Produce regular progress and performance reports for senior management.
Identify risks or deviations from the project plan and recommend mitigation measures.
Cost Management
Manage the package budget and maintain cost control throughout delivery.
Work with the Quantity Surveyor to track weekly cost and performance metrics.
Identify, assess, and report the impact of changes alongside the commercial team.
Procurement
Develop technical scopes for Invitations to Tender.
Evaluate tender submissions and support subcontractor selection.
Participate in pre-award and pre-start meetings.
Review and approve requisitions for plant and materials in line with procurement procedures.
Design Management
Attend design coordination and RFI meetings with consultants and subcontractors.
Manage design changes and ensure coordination of subcontract design deliverables.
Handover
Work with the Quality Engineer to ensure clear definition of handover requirements.
Ensure delivery of all handover documentation including:
Construction certificates
As-built drawings
O&M manuals
Health & Safety files
Leadership
Provide leadership and mentorship to Section Engineers, Site Engineers, and Sub-Agents within the package team.
Candidate Requirements
Experience
Proven experience in a similar Package Manager / Agent role on large infrastructure or civil engineering projects.
Strong leadership, organisational, and communication skills.
Experience managing subcontractors and multidisciplinary teams.
Strong knowledge of construction regulations, processes, and best practices.
Experience working with NEC3 or NEC4 contracts.
Ability to manage complex projects under tight deadlines.
Qualifications & Competencies
Degree or qualification in Civil Engineering or Construction Management (or equivalent experience).
CSCS Card
Full UK Driving Licence

BPSS Security Clearance (to be completed during onboarding - requires a basic DBS check).

The role will be based at the Lower Thames Crossing project office in Chafford Hundred, with regular travel to site required
