Programme Lead: Capital Development

An opportunity has arisen for a motivated Programme Leader to join the Capital Team on a permanent basis to support the strategic development and delivery of a highly complex RAAC programme. The role is Trust wide.
The role will work with a range of stakeholders to facilitate discussions to drive the strategy forward to achieve enabling works in year and capture cross-departmental requirements to determine safe and appropriate strategies for decant and RAAC removal, considering all necessary perspectives. The Project Lead will be an SME in both healthcare programme development and construction / capital interventions and will design processes that will ensure sufficient oversight of key milestones in the programme, and any barriers to delivery, as well as sufficient scope management and associated change control. This will involve leading internal and external teams and working with colleagues across Estates, Capital and our Care Org. clinical and operational staff.
Supporting the creation of a robust strategy, utilising industry standard techniques, the post holder will ensure the RAAC programme delivers by working with clinical reference groups to validate decant strategies and ensure there are clear plans in place for decant activities to support subsequent RAAC removal.
Main duties of the job
The postholder will be a key role within the Capital Development Team with responsibility for delivering decant and RAAC removal strategy. The successful applicant will have experience in the successful delivery of programmes: including appropriate oversight of the RAAC project team to ensure effective: project scheduling and programme level roll up for executive consumption, stakeholder engagement, procurement, financial management, project monitoring and control. The role will also involve capturing and interpreting technical guidance from estates, design teams and clinical / operational teams. We are therefore interested in applicants who have a background in delivering a complex programme of works within regulated and multi-stakeholder environments.

Person Specification
Knowledge
* Expert knowledge of Capital Programme Management
Experience
* Extensive experience working at a senior management level in a large complex organisation preferably within the NHS
* Managing and implementing change at a senior level
* Experience of establishing, developing and managing a multi-disciplinary team (internal and external colleagues)
* Extensive experience of managing complex, large scale construction projects at the early design stages
* Demonstrable experience of delivering complex building projects at all stages
* Significant experience in commercial management and procurement processes
* Significant experience of working with complex programmes, preferably within the NHS
* Experience of preparing and presenting reports of complex, sensitive or contentious information at senior forums
* Experience of estate master planning, preferably within a healthcare portfolio
