Job Description

About Eclipse

Electricity connections are complex by nature. Our group’s innovative, forward-thinking energy solutions make everything easier: from design to connection and beyond.

Our Group consists of Eclipse Power Networks - an OFGEM licenced Independent Distribution Network Operator (IDNO) that provides an effective alternative to the local Distribution Network Operator for getting projects connected to the electricity grid; Eclipse Power Solutions – an expert Grid Consultancy who support customers through the grid connection process, and Eclipse Power Optimise; focussed on microgrids and private network solutions in the unlicenced market.

We design, own, operate and maintain extra high, high and low voltage electricity distribution network assets, providing innovative power connections to residential, industrial, renewable and commercial customers across the UK.

We care about our people and the talent and personality they bring. We are continuing to strengthen our talent, leadership, training, and recognition for people as they are the core of what we do and how we operate. We have an inclusive culture where people are rewarded and recognised for their inputs, innovation, and customer-centric solutions. We also have fun at work and want people to enjoy what they do and what they are helping to create. To continue to do this we need strong diverse thinking and having people from a range of backgrounds, careers, and expertise help us do this.

Job Purpose

The purpose of this role is to coordinate EPN’s Street Works Management Strategy and provide guidance on the New Roads and Street Works Act (NRSWA). The role is responsible for ensuring compliance as a statutory undertaker by liaising with both internal and external clients to ensure a thorough understanding of the process and to improve performance. The role holder should be proactive and self-driven, enjoying being a valuable member of a small, supportive team that collaborates across tasks and processes. Additionally, the role includes supporting project coordination and delivery functions.

Main Responsibilities

* Oversee the application of processes and procedures required to undertake work within the highway under the company's Statutory Undertakers Licence by internal and external staff.
* Provide support to external stakeholders on how to submit applications using Aurora, Symology, and Gov Portal, and offer guidance on general administration related to opening and closing permits, inspections, reinstatements, and penalty management.
* Implement and maintain robust management processes to identify the competency of all operators and managers.
* Support stage and gate processes by providing necessary information for evidence packs and informing stakeholders of any issues or escalations in the process.
* Support pre-award kick-off meetings by confirming street works requirements.
* Ensure the management of highway works and applications (notices & permits) can be implemented across a 24/7/365 period for planned and unplanned emergency works.
* Submit applications for permits and serve notices for access to the highway and completion works, including reinstatement audit failures, when required.
* Liaise with highways authorities to agree on works coordination and provide advanced notifications when required.
* Liaise with independent connection providers (ICP), contractors, and developers to coordinate between programmes of work and highway access to meet project timelines.
* Provide management reports and monitor performance related to FPNs (Fixed Penalty Notices), Section 74 fines, and local authority improvement actions.
* Maintain a register of approved NRSWA contractors.
* Respond to enquiries and provide regular updates as required by all parties.
* Support data management for internal and external reporting.
* Liaise with external field-based operations to ensure systems are updated.
* Provide general administrative support to the Organisation when and where required. This includes logging design submissions, as built submissions and raising MPANs

Knowledge & Skills Requirements

Essential:

* Ability to prioritise work activity to deliver business requirements
* Work flexibly either under supervision or on own initiative as required
* General computer literacy with the ability to use Microsoft Office applications and tools and document filing systems.
* Comfortable in using oral and written communications media to interface with suppliers, customers, clients and public enquiries.

Desirable:

* Excellent knowledge and experience of the New Roads and Street Works Act (NRSWA) in England, Wales and Scotland (HAUC & RAUC)
* Demonstrable experience in managing street-works via IT systems e.g. Symology Insight & Aurora plus other relevant software.

We are looking for people who embody our personalities:

Friendly experts: When it comes to technical knowledge and experience, customers couldn’t be in better hands. We’re friendly, approachable and always eager to help.

Collaborative solution finders: We work closely with customers to find a solution that meets their needs in a way that’s compliant with standards.

Confidently flexible: We know the rules for every DNO. And we also know just how flexible we can be to interpret them in ways that save both time and money.

Naturally curious: In our book, there’s always a better way. We’re always curious to explore every avenue before we arrive at a clear solution.

Relentlessly innovative: Looking for new ways to deal with challenges is part of our DNA. If a conventional route is the best option, we’re not afraid to say it. But if there’s a way to do something more quickly, more efficiently or more cost-effectively, we’ll find it.

We strongly encourage applications from a variety of candidates - we believe that different experiences result in increased ideas, collaboration and success.
