Role Overview
We seek a senior accountant with extensive experience and knowledge to join our finance team as Chief Accountant. Reporting to the Head of Corporate Finance and working closely with the Director of Finance & Transformation, you will oversee the closure of accounts and technical accounting within the Council, especially as we prepare for the 2024/25 audit. You will lead efforts to recover from previous disclaimed audit opinions and restore confidence in the Council's external financial reporting and audit processes.
You will also oversee financial controls, reconciliations, and the development of the corporate finance system.
Key Responsibilities
* Provide services aligned with the needs of the Section 151 Officer and deputise for the Head of Corporate Finance when needed.
* Lead and supervise the central finance team, including staff management.
* Ensure the integrity and development of financial systems for effective decision-making and financial management.
* Plan, prepare, and deliver the annual statement of accounts in compliance with regulations and standards.
* Lead on technical accounting to ensure compliance with legislation, CIPFA standards, and accounting standards.
* Manage banking and treasury arrangements to support Council activities and mitigate risks.
* Provide financial advice, support, and training to officers and elected members.
* Engage with peers nationally and locally to promote best practices.
Candidate Profile
Applicants should be fully qualified, demonstrate strong leadership, and possess advanced technical skills with experience managing complex financial processes. Experience within a local authority is preferred, but applications from the wider public sector are welcome.
