Proposals Engineer – Thames
Location: Rickmansworth or Hampton with hybrid working available

Our client is an integrated design and build solution provider operating in the water sector. With over 1,000 staff across eight regional centres, they support long‑term water sector frameworks via joint ventures and alliances.
The Role
You will join the Pre‑Construction team on the Thames Water framework contract. Reporting to the Regional Pre‑Construction Manager you will lead multidisciplinary teams to develop technical solutions and commercial proposals, ensuring sustainable, carbon‑efficient, competitive outcomes.
Responsibilities
* Foster positive client relationships to identify project solutions and secure contract agreements.
* Provide oversight of Early Contractor Involvement (ECI) delivery to supply required data for proposals.
* Manage client and stakeholder expectations concerning time, cost, and quality of proposals.
* Drive contract negotiations, meeting technical and governance requirements with an acceptable risk profile.
* Attend sites and client offices as required for project development.
* Identify, document, and communicate client requirements to enable solution development.
* Lead multidisciplinary teams to deliver competitive tenders that meet client requirements.
* Ensure solutions address affordability, design, sustainability, construction, procurement, and operations.
* Assess the need for additional data where gaps exist.
* Coordinate engagement from regional Engineering, Estimating, Operations, Planning, SHEQ teams.
* Maintain governance and QA standards for tenders and proposals.
* Support departmental planning, resource acquisition, and cost reporting.
* Line‑manage the proposals team, ensuring development and wellbeing.
* Deliver proposals within agreed timescales and tender budgets.
* Assist with performance reviews and continuous improvement.
* Communicate business feedback on tender performance.
* Identify innovative ways of working.
Qualifications
* Natural leader with line management experience.
* Mechanical, Civil, Chemical, Environmental, Process engineering or equivalent qualifications.
* Project Management qualifications.
* Experience managing under NEC4 Conditions of Contract.
* UK Water Industry experience leading projects in the design and delivery of water treatment, wastewater treatment or bioresources projects.
* Involvement in project programmes and risk management.
* Membership of a professional institution.
* Experience in tendering or managing medium to large water industry projects (capital >£10M) or batches.
* Full UK driving licence.
