Job Overview

Senior Compliance Officer (Lifts). Permanent contract. Salary: £44,819.21 per annum, increasing to £49,366.03 after 12 months successful performance. Working hours: 35 hours per week, Monday‑Friday, hybrid. Location: Liverpool / London.


Responsibilities

* Support the Contracts Manager in mobilisation, contract management and administration of shared spaces & compliance contracts including Building Safety landlord compliance and reactive repairs.
* Act as the competent person for delivery of the Group’s statutory compliance obligations for key building safety risks and the legal responsible person.
* Deliver relevant contracts, ensure full compliance with statutory and regulatory requirements, and implement effective risk management approach to compliance.
* Manage service delivery, contract agreements, risk management, monitor controls and lead risk‑based judgments for lifting equipment.
* Ensure compliance with CDM Regulations, appoint the principal designer and principal contractor where required.
* Develop, implement and review the Compliance Management model, including policies, procedures and guidance, training for colleagues and continuous improvement.
* Provide advice and technical guidance on the lifecycle of buildings, including acquisition, design and build, occupation, refurbishment, demolition and disposal.
* Scope, specify, mobilise and implement all relevant contracts, assessing supplier competence and making appointment decisions.
* Review existing contracted services, drive innovation, seek efficiencies and cost reductions, and monitor improvement targets.
* Monitor and report on contracts, develop performance frameworks, lead review meetings and manage underperformance, including escalation.
* Maintain integrity and quality of data related to maintenance, repairs and service charge contracts.
* Analyse contract data, produce reports with findings and recommendations for stakeholders.
* Analyse statutory inspection outcomes and risk assessment recommendations, decide on risk acceptance and plan mitigation activities.
* Plan, schedule and oversee inspections, servicing and risk mitigation activities, ensuring adherence to regulatory frameworks.
* Commission work from internal colleagues and external contractors, monitor completion, and manage performance standards.
* Manage internal and external stakeholders, provide advice, support and training, build constructive working relationships.
* Contribute to budget development, authorise low‑value payments and manage expenditure within financial controls.
* Maintain accurate installation and compliance records using appropriate systems.
* Carry out compliance checks post‑contract award and update records accordingly.
* Escalate non‑compliance issues promptly through agreed routes.
* Coordinate, review and analyse contract performance data from multiple sources.
* Provide clear, supportive and accurate advice to stakeholders on safety standards and compliance.
* Ensure internal business processes follow the Group’s policy, procedures and statutory requirements.
* Contribute to continuous improvement of processes and procedures.
* Respond flexibly to changes in work priorities and undertake other duties to support the service.
* Ensure data protection, health and safety requirements are met in accordance with the Group’s policy.


Qualifications

Essential

* In‑depth knowledge of responsibility area, including Mechanical Equipment, Electrical Equipment, Plant Rooms, Lifting Equipment.
* Proven record of successful contract implementation and management of a large diverse portfolio of mixed‑tenure properties.
* In‑depth knowledge of contract types, including construction contracts, service level agreements, contract performance management and dispute resolution.
* Comprehensive knowledge of general operating procedures within an Asset Management / Building Safety function.
* Experience using Project Management methodologies.
* Knowledge of CDM—construction design and management regulations and related roles such as Client and Principal Designer.
* Effective stakeholder management, ability to persuade and influence others.
* Results‑driven, strong analytical skills and ability to provide meaningful management information.
* Commercially aware, focus on continuous improvement and ability to drive change.
* Customer‑focused with excellent verbal and written communication, able to work at all levels.
* Excellent attention to detail, ability to work under pressure, meet strict deadlines and manage conflicting priorities.
* Sound judgement in decision making.
* Proficient in Microsoft Office.

Desirable

* Professional qualification in building safety / compliance, environmental services or Asset Management (e.g., Lv4 diploma in Asset Compliance or HNC).
* Knowledge of compliance ICT systems such as Housing Management Systems (e.g., Academy/Open Housing Management, C365, Promaster).
* Professional membership of a relevant construction industry body.
