Following the establishment of the NHS Wales Joint Commissioning Committee (NWJCC) in April 2024 and a period of organisational change and development, we are seeking exceptional senior leaders to join our team.
The NWJCC is a joint committee of the seven Health Boards in Wales, with independent Chair and Lay Members, supporting collaborative commissioning across Wales. With around 120 staff based in Treforest and Mold, we commission approximately £1.14bn of services, spanning NHS 111, ambulance services, specialised services for rare diseases and conditions, and mental health.
Our vision is to be the Centre of Excellence for Collaborative Commissioning, improving health and care outcomes for the population of Wales.
Key Responsibilities
* Accountable for the leadership and day‑to‑day management of the delegated portfolio and its work programmes.
* Lead the development of commissioning strategies and plans for services within the scope of the role, ensuring alignment with the Integrated Medium Term Plan.
* Provide highly complex, expert advice to the Director and Deputy Director of Commissioning on service strategy, performance, commissioning, delivery and clinical models within the portfolio.
* Collaborate with stakeholders – commissioning Health Boards, Trusts, Welsh Government and NHS Wales officials – to develop policies, strategies and plans integrating quality improvement, patient‑ and population‑focussed and Prudent Care principles.
* Ensure commissioning plans, service specifications and standards are in place and develop them where necessary.
* Support the delivery of commissioning for services in the portfolio and manage the allocated budget, likely exceeding £200m.
* Welsh language skills desirable – Speaking & Listening at Level 3 (equivalent to CEFR B2) or above.
Candidate Profile
Qualifications and Knowledge
* Educated to Master’s Level or equivalent experience/knowledge, with demonstrated knowledge and experience in commissioning.
* In‑depth professional knowledge across disciplines such as financial management, performance management, information systems, and staff management acquired through training and experience over an extended period.
* Detailed understanding of the commissioning and provision of health services.
* Clinical qualification in the area of delegated responsibility (e.g., paramedic for ambulance, nursing/social work for Mental Health).
Experience
* Significant relevant senior experience within a large and complex organisation.
* Evidence of successfully working in a highly complex environment with multiple stakeholders.
* Experience with contract and performance monitoring and management.
* Experience working within Commissioning in Wales.
* Experience managing teams through organisational change.
Skills and Attributes
* Excellent interpersonal and communication skills with a demonstrable ability to influence at senior levels and resolve conflict.
* Constructive and creative problem‑solving approach.
* Strong influencing and negotiating skills within complex governance systems, with the ability to navigate conflicts of interest and conflicting data or perspectives.
* Welsh language skills – Speaking & Listening at Level 3 or above.
