We are seeking an Interim Waste Management and Fleet Operations Manager to take responsibility for the successful delivery of shared Domestic Waste Collection services for Bromsgrove District Council and Redditch Borough Council. This role will also oversee fleet management and maintenance arrangements for all Council Vehicles across our two depots, as well as the provision of Commercial Waste and Cesspool Collections on behalf of Bromsgrove District Council. The successful candidate will ensure day-to-day service delivery and provide support to operational management teams while a dedicated project team carries out a full-service review on Domestic Waste Collection arrangements and Fleet Maintenance to support future service planning.
Main Duties/Responsibilities:
Operational
* Manage and operate waste collection services and Fleet Management/Workshop functions across Bromsgrove and Redditch, ensuring consistency in operations and management.
* Review operational practices related to Waste Collection and the Workshop, and develop improvements with the Operational Management Teams.
* Plan and manage staffing levels, holiday cover, overtime, and sickness management to minimize service impact.
* Monitor service performance using relevant data to identify and resolve operational issues.
Technical/Contract/Compliance
* Maintain knowledge of waste, recycling, environmental, and transport legislation; ensure compliance with regulations.
* Provide technical advice to stakeholders and council officers as needed.
* Proactively respond to service delivery issues.
* Support marketing and delivery of Commercial services in line with procurement regulations and policies.
* Review and audit external contracts, monitor spending, outputs, and milestones.
* Ensure operational teams manage vehicles responsibly, adhering to procedures and regulations.
* Ensure vehicles are inspected, serviced, and maintained properly.
* Use telematics and CCTV systems as per policy for service management and investigations.
* Ensure drivers perform daily vehicle checks, maintain cleanliness, and maximize utilization.
* Monitor drivers’ adherence to weight limits and hours.
* Support efforts to reduce recycling contamination and external communications.
* Assist in implementing ABAVUS within waste services.
