What's involved with this role: Job Title: Housing Options Service Manager Ref: Bournemouth 5279402 Pay rate: £33.26 per hour PAYE Role length: Anticipated 3 months Working arrangements: Hybrid working available although must be available to attend office and meetings in person when required Additional requirements: Basic DBS and Driving licence The role: We are seeking a professional Housing Options Service Manager to lead the housing options service to meet housing needs with the delivery of comprehensive assessment, advice and support services that prevent homelessness. You will lead the delivery of a rehousing pathway and manage access into affordable and private housing as well as ensuring excellent engagement across a wide statutory, non-statutory and private sector partnership for all residents, specifically those more vulnerable. You should have a qualification or equivalent expertise in housing and homelessness, with strong knowledge of housing legislation, policy, and strategic issues, alongside experience managing front-line teams and leading impactful projects. You must also demonstrate leadership, project management, communication, negotiation, and budget management skills, supported by a solid network of industry contacts. Key responsibilities: Ensure the council meets its statutory homelessness and rehousing duties, deliver a proactive and customer-focused Housing Options service, lead complex and sensitive case resolution, and manage the out-of-hours homelessness response, including participation in the out-of-hours rota Contribute to the development and implementation of the Homelessness Strategy, Housing Support Strategy, Allocations Policy, Temporary Accommodation Strategy, and Private Sector Housing Strategy Lead on the implementation and procurement of required rehousing options, the management of the Housing Register, lettings functions, and temporary/emergency accommodation, including floating support services, landlord liaison (private and registered providers), and commissioning of housing IT systems Build strong relationships with partners and stakeholders, lead representation at multi-agency forums, and facilitate collaboration with landlords, enforcement teams, and Registered Providers Oversee operational budgets for temporary accommodation and statutory homeless functions, ensure effective staff and performance management, and deputise for the Head of Strategic Housing and Partnerships as required What the client is looking for: Qualification in Housing or be able to demonstrate significant equivalent knowledge, skills and experience in homelessness, housing options and wider housing policy issues Knowledge of homeless legislation and good practice, housing policy and practice, tenancy management and housing pathways Detailed knowledge of the strategic housing issues to be addressed Established network of industry contacts locally and nationally Excellent understanding of the local and national housing needs policy context Management qualification or equivalent experience for management of staff and teams Significant experience of managing front line housing teams and effective operational delivery Experience of leading high profile innovative projects which have a wide-ranging impact and reputational risk for the council Thorough proven structured and strategic approach, with excellent project, change and programme management skills Proven leadership skills including the management and development of large teams Excellent presentation, communication and negotiation skills Budget management skills How to Apply: Quote the Job Title and Reference Number in your application.
