The Site Agent for the Northern Outfall Sewer Bridge 8 (NOS08) will be responsible for the overall management of the works to replace the NOS08 bridge in line with costs and programme while maintaining the standards of health and safety, quality and environmental impact. The Site Agent will co‑ordinate with all external and internal stakeholders and liaise with the project control team.


Key Responsibilities


Site Management

* Overall responsibility for the successful delivery of the NOS08 bridge replacement project
* Deliver the work to the specified quality without defects
* Lead and mentor a team of engineers to deliver the work safely and with no environmental incidents, at the specified quality
* Ensure production and implementation of Project Plans, RAMS, and ITPs, as well as Waste Management Plans where specified, in line with company procedures and Thames Water requirements
* Ensure the commercial performance of the contract is maximised
* Manage the construction programme, including providing periodic updates for submission to the client and leading collaborative planning sessions with the wider team
* Produce procurement schedules and liaise with the procurement department to ensure sites have adequate resources to complete the tasks
* Work with the construction manager and foreman to ensure the correct level of personnel and plant resources is available


Client Interface

* Represent the project to customers, the public and official bodies such as the London Borough of Newham, Transport for London (TfL) and Docklands Light Railway (DLR)
* Ensure public safety and maintain the project image at all times
* Lead the weekly Thames Water construction progress meeting
* Liaise with internal Thames Water stakeholder teams such as Operations and the Industry Advisory Board (IAB) as necessary
* Ensure all Thames Water approvals and permits are in place before commencing works
* Report safety observations onto SpheraCloud
* Ensure all team members have the requisite Thames Water training


Cost Control

* Populate and manage the Barhale cost plan for the project
* Maximise project value
* Ensure detailed site diaries and records are completed
* Develop clear Invitations to Tender (ITT) for issue and contribute to the appraisal of tender returns
* Manage subcontractors, including review of claims, applications and documentation


Reporting

* Produce accurate reports in line with the project reporting rhythm
* Provide daily reporting to the project manager: diaries, allocations, photos, etc.
* Report on progress, programme, costs, quality, health, safety and the environment
* Maintain the reporting dashboards
* Chair meetings as required with internal, client and stakeholder teams
* Where necessary, report the need for Early Warning Notices, communications or other project contractual communications


Engineering

* Recognise the need for temporary works to enable permanent works and be cognisant of procedures
* Raise design briefs as needed to progress the works
* Review design drawings and raise Technical Queries as needed, identifying value‑engineering opportunities
* Mentor the site engineering team in duties including site‑based setting‑out
* Develop Inspection and Test Plans in line with design and specification requirements
* Align delivery with all quality‑assurance requirements and ensure all testing and inspection schedules are maintained


Qualifications

* Experience working within civil engineering as a Site Agent for a contractor, delivering projects in a highly regulated environment
* Working knowledge of contract conditions, CDM regulations, design management, programme and risk management and cost control, including forecasting, actual cost and value reporting
* Understanding of JCT and NEC forms of contract
* Good knowledge of specifications and testing regimes relevant to general civil engineering, including MCHW, DMRB and Thames Water asset standards
* Degree or HNC in Civil Engineering, or equivalent
* CSCS and SMSTS certificates
* Excellent communication, people and team‑management skills
* Ability to challenge designs and resolve problems to a conclusion
* Ability to demonstrate the right behaviours and lead the team to ensure the culture aligns with company values
* Ability to develop and maintain a programme
* Experience working in a high‑risk environment and ability to control those risks to safely deliver the works


Desirable

* CEng MICE, or equivalent
* IOSH Managing Safely or SMSTS
* Temporary works coordinator
* C & G confined spaces certification
* Appointed Person for Lifting Operations
* Experience working in a live highways environment
* Experience working in a live railway environment
* Experience in mentoring junior engineers
* Experience in self‑delivery projects
* Experience managing subcontractors
* Experience delivering RC structures
* Experience in bridge replacements
* Experience in demolition
