We have an exciting opportunity for a Performance Assurance Manager (Global Grade 12) to join our Assurance team on a permanent basis. Department / Team information: The primary function of the Assurance product within Elexon is to oversee the delivery of the Performance Assurance Framework (PAF). The PAF allows Elexon to ensure that any risk to the accuracy of data used for energy Settlement purposes is managed and mitigated effectively. The Risk and Technique Team, led by the Performance Assurance Manager and supported by the Head of Assurance, focuses on three areas: The co-ordination and management of 34 identified Settlement Risks by deploying Performance Assurance Techniques and additional assurance activities; The delivery of 17 Performance Assurance Techniques, deployed against approximately 250 parties in an annual cycle of risk detection and mitigation; and The adaption of the Settlement Risks and Performance Assurance Techniques into the Marketwide Half-Hourly Settlement (MHHS) Target Operating Model. Job overview: The Performance Assurance Manager supports the Head of Assurance in delivering the Performance Assurance Framework (PAF) for Elexon. They manage a team of up to seven analysts and advisors, who in turn have ownership for the various Settlement Risks and the Performance Assurance Techniques (PATs) that Elexon operate to monitor and ensure that BSC Parties meet their obligations, and appropriate actions are taken when compliance is not achieved. The Performance Assurance Manager will ensure the continual monitoring, review and assessment of the Settlement Risks from Elexon’s Risk Evaluation Register (RER). These are used to identify the correct areas of focus for both the industry, and Elexon’s Assurance product. The Performance Assurance Manager will also work alongside the Metering Manager and Head of Assurance to define the direction of the Assurance product within Elexon, engaging with appropriate Industry members and committees to validate these decisions. The Performance Assurance Manager will also support the BSC Panel, by contributing to select Panel sub-committees and workgroups as both a subject matter expert, and to provide chairing and/or secretariat support as required. The Performance Assurance Manager will be recognised as a subject matter expert, both internally and externally, and provide technical / mentoring support and guidance to more junior colleagues. Key Responsibilities / Deliverables: Manage a team of up to seven Risk & Technique Analysts and Advisors, allocating work appropriately and ensuring development of individuals through identification of appropriate tasks and opportunities. Matrix manage Risk Owners and Technique Owners in teams outside of the Assurance function to ensure all the Settlement Risks and Performance Assurance Techniques receive the appropriate attention and meet the deliverables required. Act as senior advisor on the strategic direction of the PAF, Settlement Risks and Performance Assurance Techniques. Responsible for the management of the Settlement Risks and the delivery of the suite of Performance Assurance Techniques. Keep up to speed with developments in industry developments to ensure the PAF accounts for the changes and provide thought leadership on best practice for assurance in relation to evolving market arrangements. Develop strategies for monitoring the Settlement Risks and deploying the Performance Assurance Techniques for which your direct reports are responsible, or provide advice and support to other Technique Owners through matrix management, working with the Head of Assurance and/or other managers across Elexon. Act as technical advisor to the BSC Panel and sub-committees as required, particularly the Performance Assurance Board (PAB) and Trading Disputes Committee (TDC). Leadership: Responsible for line management of a team of up to seven individuals. Direct, support, coach and delegate a team of Risk & Technique Analysts and Advisors, of varying levels of experience and expertise. Ensure the team meets the necessary deliverables and workloads/tasks are prioritised and meet both the BSC obligations and Elexon strategic directions. Be an escalation point for queries and questions, and encourage knowledge sharing activities amongst the team. Support the Head of Assurance in defining the direction of the Assurance product, identifying process improvements and efficiencies, areas of focus and suggesting appropriate resource allocations. Job Requirements: Essential: An expert knowledge of Elexon’s Performance Assurance Framework. Demonstrable experience of successfully managing a team of a similar size. Be able to build relationships with external stakeholders in order to understand their concerns and issues. Comfortable and proficient in giving presentations within a formal environment. Able to demonstrate a well-developed skill in writing both technical and analytical reports, including data interpretation. Ability to perform analysis on complex processes and large data sets. Desirable: Proficient in SQL, Python and Power BI. A clear understanding of the wider BSC Obligations, systems and processes. An understanding of the Retail Energy Code (REC) and the interactions between the REC and the BSC. Experience in chairing and managing work groups and committees of industry members and experts.
