About The Role
This is a senior leadership role within Cornwall Council’s Statutory SEND Service, with a specialist focus on children inn our in the extra care cohort aged 0-25 and young people in Year 9 and above who are Preparing for Adulthood.
As one of two Statutory SEND Team Leads, you will lead a team responsible for the review and oversight of Education, Health and Care (EHC) plans for young people aged 14–25. You will also oversee the extra care team, supporting children and young people with complex needs, including those in care, on child protection plans, or with significant health conditions aged 0-25 years.
You will work closely with the Enterprise and Employability team, post-16 providers, and commissioners to ensure young people have access to high-quality, aspirational pathways into adulthood.

What You’ll Be Doing
* Leading a team of Senior EHCP Officers and Review Officers to ensure timely, high-quality reviews of EHC plans.
* Overseeing the extra care cohort and ensuring robust support for children with complex needs.
* Championing high aspirations for young people preparing for adulthood, including pathways to employment, training, and independent living.
* Collaborating with post-16 providers, commissioners, and the Enterprise and Employability team to shape provision and ensure value for money.
* Acting as a senior representative of the Local Authority in complex casework, including producing evidence for tribunals and participating in mediation.
* Chairing the Stage 3 SEN Panel on rotation and contributing to strategic decision-making across the SEN Managers Group.
What You’ll Need To Succeed
* Significant experience in a relevant education, health, or social care setting.
* In-depth knowledge of the Children and Families Act 2014, the SEND Code of Practice (0–25), and associated regulations.
* Proven ability to lead and develop high-performing teams.
* Strong analytical, organisational, and communication skills.
* Experience working with young people with SEND and their families, with a commitment to person-centred practice.
* Confidence in managing complex casework and making evidence-based decisions.
