An exciting opportunity has arisen to join the Swansea Bay University Health Board Finance Team as Principal Finance Manager supporting Hosted Services and Partnerships within the Health Board. We are looking for a collaborative, dynamic individual to undertake this new role who has an enthusiasm for understanding the services they will support to establish, embed and sustain sound financial management practices. You will be curious in nature, well‑organised and proactive in seeking to understand the day‑to‑day operations of the services and how the funding flows. Working to the Finance Business Partner (FBP), the post‑holder will develop and maintain strong relationships with service stakeholders to enable the sustainable delivery of their services, review systems linked to the monthly assessment of the financial position and utilise data and insights to provide robust forecasts for short, medium and long term. The post‑holder will work alongside clinical colleagues, support central finance with quarterly and annual close‑down processes, and travel to the Singleton site for business needs. They will support the FBP in delivering professional financial advice, support and information in line with the Health Board’s strategy, helping to achieve service objectives, operational plans and financial balance. Autonomy, self‑organisation, partnership with the Service Area Budget Holders and Service Managers, and collaboration with local authorities to ensure robust financial management practices are key responsibilities. The role will also involve presenting at Board meetings, contributing to efficiency improvement programmes, and ensuring compliance with corporate governance and stewardship standards. An annual budget‑setting process will also be a core element of the role. The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.
Qualifications & Experience
* CCAB professionally qualified accountant with substantial post‑qualification experience.
* Evidence of continuing professional development.
* Appropriate management qualification (desirable).
* Experience of working in the development and use of NHS costing information.
* Experience and knowledge of appropriate software and BI functionality – e.g. SQL, QlikSense, PowerBI.
* Excellent interpersonal, communication and presentation skills.
* Highly developed analytical, interpretational and comparative skills capable of dealing with highly complex and sensitive information to support rational decision‑making.
* Ability to work autonomously and equally effectively as part of a multi‑disciplinary team.
* Demonstrable ability to negotiate work on multiple complex tasks simultaneously and produce high‑quality work within tight deadlines and resource constraints.
* Specialist use of Oracle or other general ledger systems.
* IT literacy with practical computer application skills covering Oracle Systems and Microsoft products including advanced level of Excel spreadsheets.
* Demonstrable project management skills, including work planning, organisation and prioritisation.
* Demonstration of business case development and participation in contract management.
* Ability to think innovatively and develop new ways of working, continuously striving to improve systems and performance to enable service modernisation and redesign.
* Welsh language skills desirable (levels 1–5 in understanding, speaking, reading and writing in Welsh).
* Ability to travel within the geographical area and work hours flexibly.
