Health Courier Services Business (HCS) Support Unit Supervisor

The Business Support Unit Supervisor reports directly to the Facilities & Compliance Manager, supports Operational Managers and is professionally accountable to the Deputy Head of Supply Chain, Logistics and Transport.


Job Overview

The role involves supporting the business support unit work streams, projects and the wider Supply Chain, Logistics & Transport work programme. Key tasks include managing operational workload, invoice on hold management, performance supporting, public sector prompt payment compliance, production of reports and stakeholder communication.


Main Duties

* Plan, organise and proactively support the management and administration of complex projects – e.g. map all stakeholders, allocate actions to involved staff as necessary.
* Accurately record data for specific activities of work – benefit recording, project plans via Project IT systems / software such as Cleric, Oracle, Fleetcheck, Quartix and use Microsoft software for reports.
* Lead the co‑ordination/programme to support operational managers; liaise with Project or Operational Manager, support development of documents for projects including procurement of fleet supporting specification builds via workshop facilitation/delivery and support regional/departmental requirements to meet local service needs.
* Ensure ongoing stakeholder liaison is maintained throughout Wales, the UK and internationally with partner organisations where needed via multi‑disciplinary meetings.
* Promote the drive towards continuous improvement through quality initiatives including ISO and EFQM.
* Provide training, familiarisation and support to team members on systems or equipment use such as Oracle, telephony handhelds, scanning guns, plus support core skills familiarisation.


Qualifications & Knowledge


Essential Criteria

* NVQ Level 4 / Diploma / equivalent qualification or equivalent experience working within a financial/procurement/supervisory environment.
* Knowledge of Oracle Systems and standard financial instructions in relation to purchasing arrangements/thresholds, VAT principles, PSPP, and receipting.
* Knowledge of administrative and senior managers/procedures.


Desirable Criteria

* Working knowledge of quality systems and procedures.


Experience


Essential Criteria

* Experience working within a finance/procurement/governance role.
* Experience of working in an administrative role in an office environment.
* Experience in team supervision.


Desirable Criteria

* Experience of project support work.
* Ability to analyse and interpret complex data sets.


Skills & Attributes


Essential Criteria

* Advanced keyboard and IT skills.
* Excellent numeracy skills.
* Practical & logical approach to problem solving.
* Ability to prioritise own workload.


Desirable Criteria

* Knowledge of financial control procedures in public sector organisations.
* Welsh language skills (levels 1 to 5 in understanding, speaking, reading and writing).

Welsh language skills are desirable.
