We have an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme. Your role will support risk mitigation, issue resolution, and removal of barriers to ensure alignment with the business case and value for money.
We seek someone with a proven track record in managing complex financial information, collaborating effectively, and driving value for money and ongoing investment.
Responsibilities include:
1. Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
2. Ensuring programme deliverables align with strategic objectives, owning the change control process.
3. Supporting the Programme Manager to assure changes to Time, Cost, and Quality of work packages, working closely with delivery teams to ensure affordability and value for money.
4. Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
5. Supporting investment and funding activities alongside the Programme Manager and Director.
6. Ensuring adherence to governance and assurance standards.
7. Supporting business management through whole life cost allocations.
The Team
The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation to transform environmental regulation. You will work within a multidisciplinary team, alongside Defra shared services and third-party suppliers, to shape delivery of user-centered online services and digital platforms that are efficient, simple, and fast.
Experience and Skills Required
Beneficial but not essential:
* Experience in fast-paced, dynamic programmes
* Extensive digital skills (Excel, SharePoint, PowerBI, etc.)
* Experience managing complex financial data
* Understanding of financial and business planning processes, including charge funding, CDEL, and RDEL
* Purchase order management
* Experience with business cases, approval, and assurance routes, including change control
* Experience in digital programmes (helpful but not essential)
* Knowledge of governance around spend control and assurance
* Leadership and stakeholder engagement skills
