About the role
As a Programme Manager within our Housing Investment Service, you’ll take the lead on a diverse portfolio of planned maintenance and refurbishment projects – from concept through to completion. You’ll work closely with surveyors, contractors, stakeholders and tenants to deliver high-quality outcomes that improve living standards and provide value for money.
You’ll be trusted to manage complex programmes valued at £6m–£10m per year, ensuring projects are delivered safely, on time and within budget, while meeting all statutory and regulatory requirements.
This role combines strategic thinking, technical expertise and strong leadership, offering genuine influence over the way housing investment is delivered across Hull.
What you’ll be doing
* Leading the delivery of planned and cyclical maintenance programmes across council housing
* Managing multiple refurbishment and maintenance projects from inception to handover
* Acting as the main point of contact for key stakeholders, including tenants, contractors, colleagues and elected members
* Overseeing procurement, budgets, contract management and programme performance
* Ensuring full compliance with CDM Regulations and acting as Principal Designer where required
* Leading, motivating and developing a team of technical and surveying staff
* Driving continuous improvement, innovation and value for money across investment programmes
* Playing a key role in tenant consultation and engagement to support successful project delivery
About you
We’re looking for a confident and motivated professional with a strong background in housing maintenance, refurbishment or construction project management. You’ll be comfortable leading people, managing contractors and influencing stakeholders at all levels.
You’ll bring
* Proven experience managing complex maintenance or refurbishment programmes
* Strong commercial awareness and experience managing significant budgets
* Sound knowledge of construction health safety and CDM Regulations
* Excellent communication, negotiation and leadership skills
* A proactive, solutions-focused approach with the resilience to manage competing priorities
* A genuine commitment to improving homes and services for residents
Educational and professional background
* Hold an HNC/HND (or higher) in a construction-related discipline
* A recognised project management qualification (or equivalent experience)
* Demonstrate ongoing professional development
