Job summary

An exciting opportunity has arisen at HM Land Registry (HMLR) for a Workplace Contracts Management Lead. If you have experience of managing contractor and client-side relationships within a multi-site stakeholder environment, we would love to hear from you.

As a senior member of the Facilities Management Team (FMT), you will lead on contractual management across the FMT portfolio, including c22 Facilities Management contracts and the outsourced Total Facilities Management (TFM) contract. You will manage a small professional team focused on optimising supplier performance, ensuring contract compliance, and delivering value for money.

Responsible for leading the FMT's contract management function, you will also ensure all services are procured and managed in line with public sector requirements and internal governance. The role involves close collaboration with Facilities Business Partners to ensure client-side needs are identified, provided and measured, supporting wider business outcomes and objectives. Additionally, you will work alongside all relevant stakeholders to ensure contract requirements are aligned to policy, spend and strategic planning.

Person specification

To be successful in this role, you will bring proven experience of managing contractor and client-side relationships within a multi-site stakeholder environment, alongside a strong track record of managing service contracts throughout the contract lifecycle, including effective risk management. You will be confident in managing suppliers and engaging senior stakeholders, using strong consultation, influencing and negotiation skills, and you will communicate clearly and professionally (both written and verbal) across multiple stakeholders at all levels. You will also be an experienced leader, able to manage and develop a team to deliver great commercial outcomes.

HMLR believe that a blended approach to where you work that enables some time working from home, as well as in the office may give you an improved experience and has clear business benefits. We expect everyone to spend at least 60% of their working time in the office. Beyond this expectation, there is no one size fits all approach (and we can spend up to 100% working in the office if we prefer).

For more information about the role, please see the attached job description.

Behaviours

We'll assess you against these behaviours during the selection process:

* Changing and Improving
* Making Effective Decisions
* Communicating and Influencing
* Managing a Quality Service

This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours, Strengths and Experience.

Please copy and paste an anonymous CV into the online application form when prompted and provide details of your qualifications and career history.

The personal statement section (in no more than 1,000 words) must be used to provide details of how you meet the essential experience criteria listed below:

* Experience of managing contractor and client-side relationships within a multi-site stakeholder environment (lead criteria).
* Experience in managing service contracts throughout the whole contract lifecycle including risk management.
* Experience of both supplier and senior stakeholder management, with strong consultation, influencing and negotiation skills.
* Excellent influencing and communication skills (both written and verbal) across multiple stakeholders, at all levels.
* Experienced leader and ability to manage and develop a team to deliver great commercial outcomes.

In the event of a high volume of applications, we reserve the right to assess against the lead essential experience criteria listed above first.

Please review your application form before clicking ‘submit’ – once you have submitted, you will not be able to amend your application. Ensure your application form is received by the closing date for receipt of applications – this is 23:55pm on the advertised date.

The sift will take place shortly after the closing date. If successful at the shortlisting stage, you will be invited to attend a virtual, blended interview including a pre-prepared presentation. Interviews will be held in person at the Leicester Office on Monday 27 April or Tuesday 28 April 2026. Please note, interview location may be subject to change.

The blended interview will assess the Government Property Profession (GPP) technical skills, and experience and behaviours listed in the job description, as well as the strengths associated with the role. We want to hear your first, unrehearsed, natural response to the strength questions, and so we don’t advertise which strengths are being tested. The best way to prepare for strengths questions is to reflect on what you identify as your own personal strengths, and your preferred ways of working.

The GPP Technical Skills Framework is aimed at staff working in property or property-related roles and consider property to be their career anchor profession. This usually encompasses posts where professional qualifications and experience are directly relevant to the work being undertaken. Details of the GPP Competency Framework can be found here.

Candidates can refer to notes within their interview, but they should be used as a prompt only.

HMLR is accredited to the Disability Confidence Scheme, which denotes organisations which have a positive attitude towards disabled people. Disabled applicants who meet the minimum essential criteria at the shortlisting stage may be invited to attend an interview.

If any candidate requires the panel to consider a reasonable adjustment or there is anything else they would like the panel to take into consideration, they are asked to notify us of this at application stage where possible or during the process as soon as it becomes a requirement.

Please note, we will only offer sponsorship for a skilled worker visa where a role is in a certain business critical category. This role does not meet that category, and we will not sponsor a skilled worker visa. You must ensure you have the appropriate right to work in the UK before applying.

You can find more information on how we use your personal data on our website.

Feedback will only be provided if you attend an interview or assessment.
