Are you looking to join a dynamic local government organisation based in the Kingston Upon Thames area? If so, this opportunity might be perfect for you!

We are seeking an Employee Relations Manager to deliver a customer-focused professional ER service, working within the People Policy Framework. The role involves overseeing and undertaking employee relations casework, including disputes, attendance management, and more.

The successful candidate will ensure that clear, balanced, and professional advice and guidance are provided, in line with all policies. ER support will be delivered to services as defined and required. The role also involves identifying opportunities to develop and improve HR policy and practice, with a responsibility to apply these improvements across all partners to support coordinated solutions and to align HR policies and practices to simplify, standardise, and enhance HR service provision.

The postholder will work with a Senior HR Advisor and a shared HR & OD apprentice, managing work allocation within the wider team. When needed, collaboration with external support such as legal, LBS, and other partners will be required to improve and enhance ER and wider People and OD service provision.

This role will be conducted on a hybrid arrangement.


Key Responsibilities:

1. Policy Implementation and Culture Change:
2. Work with employment policies and approach to casework management.
3. Facilitate informal resolution where possible and appropriate.
4. Influence delivery from shared service operations to meet RBK requirements in a planned manner.
5. Maintain effective governance and central management of terms, conditions, and contracts, including policy version control.
1. Service Delivery:
2. Oversee and undertake casework, including attending hearings and managing workforce issues such as sickness absence and mental health.
3. Highlight risks of ET claims and financial exposure.
4. Monitor investigation timelines, escalate delays, and implement mitigating actions.
5. Support service improvement through training, empowering managers, and fostering good union relations.
6. Review, develop, and implement HR policies and procedures to promote continuous improvement and customer focus.
7. Provide specialist policy and procedural advice across HR and OD.
8. Make recommendations to managers, identifying risks and opportunities for early resolution.
9. Manage HR formal casework, including panel constitution and representation.
10. Represent the organisation at Employment Tribunals when required, with support from senior management.


Personal Requirements:

* High-level knowledge of HR or related studies, evidenced by relevant qualifications or experience.
* Strong understanding of people management and organisational development, ideally with CIPD membership or equivalent.
* Experience advising and negotiating with management, unions, and staff on HR/OD issues.
* Understanding of public sector terms, conditions, and agreements, with experience in a unionized environment.
* Experience working in large, complex public sector settings with political awareness.
* Ability to influence management resources to prioritise ER casework.


Working Hours:

09:00 am - 05:00 pm, Monday to Friday


Salary:

£45,510 - £50,574 per annum + Benefits
