The role
We are seeking an experienced Pre Construction Planner (Civils) to join our team based in Preston. You will lead the development and execution of tender planning and programming activities to enhance our ability to secure projects and establish project controls and reporting from the tender stage. You will ensure tender project delivery programmes are fully developed and contractually compliant, and produce optimized programmes considering resources, risks, and opportunities. The role involves close collaboration with Preconstruction & Project Teams, and occasional liaising with clients and supply chain partners.
Our pipeline includes projects such as road schemes, bridge works, public realm, reservoirs, and general civil engineering schemes mainly in the North West, ranging from £1m to £30m. Reporting to the Pre Construction Director, you will be a vital part of the preconstruction team.
Your key responsibilities will include:
1. Leading the development of planning and programming activities to secure projects and establish controls from the tender stage.
2. Ensuring project delivery programmes are comprehensive and compliant.
3. Producing 4-6 tender stage, NEC4 compliant programmes monthly and supporting tender submissions.
What you’ll be doing:
1. Analyzing tender documents to inform programme responses.
2. Developing methodology approaches and guiding the bid team.
3. Producing tender programmes alongside estimators, focusing on competitiveness.
4. Defining work and cost breakdown structures aligned with best practices.
5. Ensuring programmes include NEC compliance elements like TRA, float, resources, critical path, and costs.
6. Presenting tender programmes to directors during settlement meetings.
7. Developing strategies considering risks and opportunities, contributing to R&O registers.
8. Creating quality responses and narratives to accompany tender programmes.
9. Discussing project phasing and approach strategies.
10. Aligning tender programmes with operational requirements and incorporating feedback.
11. Reviewing and learning from post-tender and post-contract project performances.
About You
You will be passionate about Civil Engineering, with experience across multiple disciplines, and possess excellent attention to detail, communication, organization, and leadership skills, with a strong customer focus.
Ideally, you’ll have:
* An appropriate industry qualification, e.g., Degree or HND.
* Over 5 years of experience as a planner in civil engineering, particularly in preconstruction/tendering.
* Knowledge of highway, structure, and public realm projects; experience in industrial, energy, water, and waste projects is a plus.
* Proficiency in IT software, especially ASTA Powerproject; Primavera P6 and MS Project preferred.
* Understanding of NEC3/4 contracts and project management importance of programmes.
* Solid civil engineering and construction method knowledge.
* Good understanding of design, procurement, and project management processes.
* Excellent communication skills, both written and oral.
* Strong information management, analytical, motivational, and time management skills.
