North Lanarkshire Council is seeking two enthusiastic and self‑motivated Fair Trading Officers to join the Scottish Illicit Tobacco Team (SITT). These full‑time posts support national efforts to detect and disrupt the supply of illegal tobacco products across Scotland
Based within Protective Services, this post operates on a hybrid working model, blending home and office‑based work, with a substantive base at Station House, Old Edinburgh Road, Bellshill. As part of a peripatetic Scotland‑wide team, you will regularly travel across Scottish Local Authority areas to work alongside SLATS officers and other enforcement partners in carrying out operational duties.
The successful candidate will carry out intelligence‑led enforcement and investigative activity to tackle the supply of illegal tobacco.
Duties will include:
1. Working jointly with enforcement partners, including HMRC, Police Scotland, Border Force and SLATS officers.
2. Supporting and upskilling SLATS officers new to illicit tobacco enforcement.
3. Conducting intelligence‑led inspections and investigations to assess compliance with tobacco legislation.
4. Identifying and developing intelligence on individuals or businesses suspected of supplying illegal tobacco.
5. Collecting and securing evidence, including documentation, statements, and seized items, following structured investigative processes.
6. Preparing enforcement reports, including written warnings, prosecution reports, and sanctions referrals to HMRC.
About You:
You will have experience of dealing with people and managing your own workload, ideally gained within a Trading Standards or other regulatory enforcement environment. You will bring strong investigative and interviewing skills, with the ability to gather and present evidence clearly and professionally. Knowledge of Consumer Protection, Scots Law, and tobacco‑related legislation is essential
A full driving licence is essential.
You will require to become a Protecting Vulnerable Groups (PVG) Scheme member through Disclosure Scotland and obtain a satisfactory membership check prior to commencing in this role.
These positions are temporary for a period of 23 months.
