Role Purpose:
The Delivery Manager will be responsible for leading the end-to-end delivery of a complex, user-centred digital service through Agile practices. The role demands close coordination across multidisciplinary teams, facilitation of delivery ceremonies, proactive risk and issue management, and continuous alignment with service quality, accessibility, and stakeholder expectations.
Key Responsibilities
1. Agile Delivery Leadership
* Facilitate Agile ceremonies including sprint planning, daily stand-ups, retrospectives, backlog refinement, and reviews.
* Coordinate across Discovery and Delivery tracks to ensure research insights are fed into iterative development.
* Monitor team velocity, remove blockers, and ensure work is delivered in line with sprint goals and the wider roadmap.
* Work with Product and Technical Leads to ensure the backlog is prioritised based on user needs, technical feasibility, and strategic value.
2. Risk and Issue Management
* Maintain a proactive RAID (Risks, Assumptions, Issues, Dependencies) log and implement mitigation strategies.
* Identify and resolve delivery impediments early by working across business, technical, and policy teams.
* Escalate critical delivery risks in a timely and structured manner to governance or leadership as needed.
3. Stakeholder Coordination and Communication
* Maintain strong lines of communication with internal stakeholders and delivery partners to ensure transparency and shared understanding.
* Coordinate regular sprint demos, progress reports, and delivery dashboards.
* Ensure alignment between roadmap milestones and stakeholder expectations, adapting delivery plans where needed.
4. Continuous Delivery and Operational Readiness
* Oversee the team’s use of tooling (e.g. Jira, Azure DevOps, Confluence) to ensure consistent workflow visibility and traceability.
* Support quality assurance efforts including functional, accessibility, performance, and security testing.
* Coordinate with DevOps or platform engineers to ensure environments, deployments, and release management are effectively handled.
5. Team Enablement and Agile Culture
* Foster a culture of continuous improvement, psychological safety, and shared ownership within the delivery team.
* Promote inclusive practices across all delivery activities, ensuring accessibility and user-centred design principles are maintained.
* Support the onboarding of new team members and cross-functional knowledge sharing.
Essential Skills and Experience
* Proven track record of managing the delivery of digital products or services using Agile methodologies.
* Experience coordinating cross-functional teams comprising user researchers, service designers, UI/UX designers, developers, QA testers, and data engineers.
* Strong working knowledge of Agile frameworks such as Scrum, Kanban, or SAFe.
* Demonstrated ability to manage concurrent workstreams and deliver to fixed milestones under public or regulated sector governance.
* Excellent communication, facilitation, and stakeholder engagement skills across technical and non-technical domains.
* Proficiency in using delivery tooling (e.g. Jira, Trello, Azure Boards, Miro, Confluence) for backlog and sprint management.
Desirable Skills and Experience
* Experience delivering services involving health data, regulatory compliance, or B2B/B2G data exchange workflows.
* Familiarity with accessibility standards (e.g. WCAG 2.2 AA) and inclusive design practices.
* Exposure to delivering services integrated with APIs, identity/authentication systems, and secure cloud infrastructure.
* Knowledge of product information management, metadata enrichment, or data validation workflows is beneficial.
Certifications (Desirable)
* Certified Scrum Master (CSM), SAFe Scrum Master, or equivalent Agile delivery qualification
* Microsoft Azure Fundamentals (AZ-900) or higher certification
* ITIL, Prince2 Agile, or similar project and service management certifications are advantageous
