As we look to define the details of our Housing Transformation Programme, we wanted to share an exciting development opportunity, at the heart of transformation that not only will help support short term opportunities and challenges within the housing service, but also actively contribute to the delivery of the longer term Future Housing and Future Sheffield ambition.

The temporary vacancy, until the end of September 2027 is available within the Housing Transformation team as a direct response to the urgent need for delivery capability within the Programme which is entering a critical phase. Joining this new team, you will be reporting to the PMO Lead, and working alongside two other Senior Business Change Officers and a Communications Co-ordinator.

There are multiple workstreams requiring coordination, governance, and support to ensure timely and effective implementation, and without dedicated PMO support, we risk delays, inefficiencies, and missed opportunities to realise benefits.

These roles will support the longer-term delivery of the Future Housing ambition and work closely with the Transformation Office of Future Sheffield. The PMO will play a key role in ensuring that the right people across the service are engaged at the right time to help shape the design of the future model. This will enable us to build a more inclusive and informed approach to transformation, drawing on expertise from across the organisation.

We are seeking a hard-working professional who can demonstrate:

A ‘Together we get things done’ approach to the team’s workload, chipping in and taking responsibility and ownership for assigned tasks.

A continuous improvement drive, an ability to work with stakeholders to move projects and programmes forward to improve the service we provide residents and the staff experience across Housing.

An eye for detail in project dependencies, being able to spot where one project or decision may impact another and be proactive about updating reporting documentation and informing and advising stakeholders.

A ‘People are at the heart of what we do’ ethic, understanding that Transformation is difficult and ever developing. To be able to work within the processes and procedures of the council that ensure fairness is core to our transformation journey.

An ability to record, monitor, and challenge programme benefits, both financial and non-financial to evidence the drive behind transformation, and the outcomes for our staff and residents.

Programme Management Office (PMO) Support - Senior Business Change Officer (Grade 7)

This role involves:

1. Managing and prioritising multiple tasks to ensure milestone delivery within time and quality standards. It includes maintaining and updating programme documentation, coordinating governance activities such as board papers and agendas, monitoring actions and decisions from meetings, providing clear reporting to the PMO lead and stakeholders, and supporting multiple workstreams using project management tools.
2. Analysing and defining benefit profiles aligned with the transformation benefits framework, collaborating with benefit owners to ensure accurate tracking and realisation, managing risks, and aligning benefits with strategic programme objectives. It also requires effective communication of benefits’ value and impact to stakeholders to support change management efforts.
3. Managing operating model design and governance activities, supporting workstream integration into programme plans, prioritising tasks, tracking and escalating RAID items, maintaining project documentation, analysing data to produce management information, and preparing governance materials such as board decks, papers, and minutes.
