Detailed job description and main responsibilities


DUTIES AND RESPONSIBILITIES

1. Provide support and co-ordination to the Office of the CIO and the Digital senior leadership team to help them manage all aspects of Digital change to meet objectives, meet defined standards and maintain an excellent service to help Christie staff care for our patients.

2. Working in partnership with the digital SMT, Trust corporate and clinical departments in monitoring the delivery of digital strategy and improvement goals to meet key national and local standards.

3. Support the Digital Business Service Lead in monitoring and reporting on operational, project and business activity across Digital Services.

4. Contributes to the development of Trust-wide digital change policies and frameworks, ensuring that change initiatives align with national digital strategies and regulatory standards.

5. Responsible for tracking Digital change activity through established data reports and dashboards and working with the Digital Business Service Lead to identify and resolve anomalies or concerns the data reveals.

6. Presents changes at the weekly Digital Triage committee and presents new changes, progress and variance to the change portfolio at Divisional Review committee.

7. Lead on digital changes with specialist knowledge and autonomy in order to achieve timescales and aims of the changes and delivered across the Trust Work closely with senior Trust operational staff and stakeholders on progress where change is required.

8. Ensures changes have well explained and appropriate governance, such as change initiation documentation, with milestones and evaluations in place to ensure change progress and assurances are met.

9. Identify, report and update risks as part of a formal risk register.

10. Develop escalation plans and business as usual plans so that environments of care know what to do when systems malfunction.

11. Regularly monitors and reviews plans, adjusting for change considering local need and response to changes in national policy or Trust strategies.

12. Produce and present reports on changes to relevant managers and Trust Committees.

13. Works closely with national and regional partner organisations, such as NHS England and Greater Manchester Combined Authority on designated changes.

14. The role requires frequent, prolonged concentration when analysing highly complex data, developing business cases and preparing reports, often under pressure of competing deadlines and frequent interruptions.

15. Summarises information and analyses data from a range of sources to develop business plans and timescale for delivery of the change aims.

16. Interprets national guidelines for the Trust relevant to the delivery of Digital change.

17. Collaborates with senior operational, clinical and multi-disciplinary staff, stakeholders, external agencies and service users in developing and delivering plans for the relevant change.

18. Leads post-implementation evaluations, audits and formal reviews of digital changes, ensuring lessons learned are captured, disseminated and embedded into future practice. Contributes to the wider NHS digital transformation evidence base through case studies and evaluation reports.

19. Contributes to services reviews ensuring that any changes that have been implemented are in line with Trust strategy and best practice.

20. Communicates highly complex, sometimes contentious and sensitive information relating to specific service changes. This would need highly developed communications skills in order to deliver complex information, persuade and negotiate change.

21. Regularly negotiates with Heads of Departments and senior operational staff in a financially constrained health economy regarding delivery of change and impacts on services, often in contentious situations. Frequently required to manage sensitive HR matters within the Digital Change Team including performance management, conflict resolution and sickness absence.

22. Persuades and influences change teams and stakeholders regarding change aims and timely completion.

23. Builds and maintains strong relationships with Heads of Departments, senior staff, stakeholders and national groups related to the change.

24. Responsible for managing and monitoring delegated budgets associated with Digital Change projects and programmes, ensuring value for money and that spend remains within allocated financial limits. Undertakes option appraisals and monitors supplier spend against contract deliverables.

25. Where external funding has been allocated, the post holder will monitor the spend in its entirety within the timeframes that have been allotted for the changes in the portfolio.

26. Recruits and manages the Digital Change Team to deliver change aims and deliver as required.

27. Manages project support staff as relevant to projects. Oversees the recruitment, interview and retention of staff required to deliver.

28. Provides support and learning opportunities to others to improve their knowledge, especially in relation to the specific project and designs teaching material regarding the new change. Delivers this in appropriate format i.e. on ward or in classroom settings.

29. Leads on appropriate coaching, mentoring, resource planning, performance management and individual development need to achieve the change aims.

30. Analyses and interprets data to develop change plans and update reports of change activity.

31. Ensures compliance with policies and procedures and supports development of appropriate systems and processes within Digital change.

32. Utilises relevant software systems to record information e.g. Excel, Patient Administration Systems, Datix, MS Project, Online Change Tracking.

33. Accountable for the integrity, accuracy and security of complex digital change information including performance dashboards, risk registers, benefits realisation frameworks and project documentation. Ensures data is accurate, maintained, and reported at SMT and Trust Committees to support decision-making.

34. Actively promotes equality of opportunity and diversity in changes.

35. Frequent VDU use is required in order to produce complex reports and analyse information.

36. The post holder will frequently have to adapt to changing priorities and refocus work of self and others on new priority areas as they arise.

37. Other tasks and duties may be determined by appropriate line manager as the role develops.

38. Responsible for ensuring compliance with Information Governance standards when managing, reporting and storing sensitive data.

39. Deputise for the Digital Business Service Lead as requested.

Experience


Essential criteria

* Experience of working in the NHS in a management or leadership role
* Experience of working closely with Senior Clinicians and Managers
* Experience of project management
* Service planning and working in multi-disciplinary environment
* Specialist knowledge in the field of Change Management.
* Leading on change and service development
* Evidence of previous contributions towards developing clinical or administrative practice
* Experience in report writing and/or production of business/operational cases, including benefits realisation, post-implementation evaluations and lessons learned reporting.
* Experience of managing budgets or financial resources to support delivery of change or project outcomes.
* Experience of leading sensitive HR issues within a team, including performance management and conflict resolution
