About the Borough

The London Borough of Sutton is situated less than 30 minutes by train from Central London, with direct connections to London Victoria and London Bridge. Found in zone 5 with good transport links, Sutton boasts award‑winning parks and open spaces, low crime rates, affordable housing and great schools. The Council is focused on delivering quality services, addressing financial challenges, and engaging residents in key issues and high street changes. Sutton is also home to the Royal Marsden Hospital and the Institute of Cancer Research, and is developing the London Cancer Hub to become a leading life‑science district.


About the Service and Team

This role is part of the Facilities Management (FM) team. The FM Service supports approximately 50 corporate Council buildings with FM helpdesk, caretaking, post, cleaning, pest control, security, planned preventative maintenance, and reactive repair services. The team consists of 15 staff who support these buildings and services.


About the Role and Our Ideal Candidate

This role will support the Council's environmental strategy and the decarbonisation of the estate. Key responsibilities include:

* Act as the Council’s dedicated Energy Officer, providing expert advice to the Council and all departments.
* Take responsibility for the purchase, management and co‑ordination of the Council’s gas, electric and water contracts.
* Evaluate the use of energy and water within the Council, devise policies and actions to minimise consumption to meet targets.
* Oversee a programme of low‑carbon capital funding schemes and support the delivery of capital projects across the operational, leisure and schools portfolio, maximising available funding such as the Climate Capital Fund and Green Buildings Fund.


About You

You will bring detailed knowledge of procurement and finance practices, supported by project management experience and a technical or energy‑related qualification. Membership of a relevant professional body is desirable. You have a proven track record in developing and implementing energy efficiency programmes, evaluating energy and water usage, devising consumption‑reducing policies, and managing the procurement of energy contracts. You demonstrate a strong understanding of relevant legislation, codes of practice and current developments in energy conservation and sustainability, applying them effectively within the service context.

Excellent interpersonal and communication skills will enable you to build credibility and maintain strong relationships with a wide range of stakeholders, providing clear, informed advice on complex issues. You also bring strong performance management capabilities, sound IT skills, and a commitment to high standards of health and safety, equality and diversity. The role requires flexibility to work outside normal hours when necessary, and the ability to travel within and around the borough as part of your duties.
