What's involved with this role: JOB TITLE: Head Of Service - Asset Management - Housing Asset Management REF: Newcastle 5274247 Contract Type: Temporary, Anticipated 5 months Pay rate: £42.02 per hour PAYE (There is flexibility in the rate and flexibility in the hours and days worked for the right candidate, with the agreement of the Director. Working Arrangement: Hybrid working maybe available, TBC The role: On behalf of a local council, we are seeking a Head Of Service - Asset Management, to lead on the decision process and methodology relating to the viability of assets post the building (SCS, compartmentalisation, building safety) reviews. You will provide the strategic and operational leadership, with large scale budget responsibility to achieve excellence in the delivery of organisational asset and compliance approaches for the Council's owned housing stock, ensuring that resources are delivering timely and considerate value for money outcomes for residents. You will have a proven track record of strategic leadership and operational management within housing asset management, including large-scale capital investment and planned maintenance programmes. Key Responsibilities: Creation of a 30 year plan Set up a thorough assets register (in line with RSH expectations) Introduce “smart” component replacement Create a delivery plan on decency/Ranch style staircases Lead on skills development / transfer in service What the client is looking for: Degree-level qualification in a relevant field such as Asset Management, Construction, Housing, Building Surveying, or related discipline, or equivalent demonstrable experience. Membership of a relevant professional body (e.g., RICS, CIOB, CIH) is desirable Proven track record of strategic leadership and operational management within housing asset management, including large-scale capital investment and planned maintenance programmes. Significant experience in managing large, complex budgets and ensuring value for money. Experience of working within a regulated housing environment, with clear understanding of the requirements of a Local Authority Registered Provider (LARP). Previous experiencer of housing asset management strategies that ensure safety, compliance, sustainability, and tenant satisfaction. Ability to manage performance, risk, and service improvement within a housing or property services context. Experience of engaging effectively with elected members, residents, community representatives, and a range of internal and external stakeholders. Experience of securing and managing funding for capital programmes, including government or external grant funding.
