What is the job role?
As our Programme Manager in the Council’s Migration Team, you will be providing strategic leadership in designing and delivering outcome-based programmes that improve integration and remove barriers for asylum seekers, refugees and other migrant groups.
The role will involve the co-ordination of internal Migration Team staff, partnership working with Council departments, local and national voluntary and community sector partners and representing the Council in dialogue with Home Office and MHCLG colleagues. You will be leading on the delivery of current programmes to support newly arrived communities and supporting the development of new partnerships and programmes to improve integration and community cohesion.
At present the team manage the Council’s response to the crisis in Ukraine, as well as supporting UK Government Refugee Resettlement schemes and providing a local response to support asylum seekers dispersed to the city. The Migration Team however works collaboratively to support the needs of all newly arrived communities and stands ready to respond to future challenges.
We are looking for someone who celebrates the City’s diversity and recognises the importance of strong support for integration and overcoming barriers. You will have a good understanding of the complex world of migration in the UK and the challenges faced by local authorities in supporting new migrants. You will have experience of managing complex partnership programmes and be familiar with the Council’s procurement framework and contract management techniques.

Excellent communication skills to convey complex information clearly through written and verbal means to varied audiences including strategic boards and senior stakeholders.
An ability to act as an exemplar for matrix working across Council departments and partner organisations.
A good understanding of the needs of migrant groups using robust analytical techniques and diverse data sources.
Be comfortable in a fast-paced environment and be ready to respond to changing priorities and policy direction.
Be flexible and innovative around the needs of the service, prioritising the strong performance management of projects and programmes and ready to lead when improvement agendas are required.
