Programme and Accountable Body Lead – Pride in Place Programme

The role: Four areas of Liverpool have secured £20m funding over ten years as part of government’s Pride in Place Programme (PiP). This unique initiative will be community and resident led and will involve working closely with the local MPs and elected members. The objectives are to build stronger communities, create thriving places and to empower people to take back control. We are looking for a lead officer with programme management and/or neighbourhoods experience to lead and oversee the delivery of the four Pride in Place Programmes in Liverpool, ensuring it achieves its objectives as set by Government to improve local pride, community cohesion, and place-based regeneration. The Programme and Accountable Body lead will oversee planning, coordination, stakeholder engagement, and performance monitoring across four programmes of £20m each including assurance on a portfolio of projects that enhance the quality of life and improved outcomes for local people and civic pride in.
This is an exciting opportunity to be part of a long‑term programme that will make a real difference in local communities, managing a small team of on the ground Programme Managers and working alongside MPs, elected members and communities.
Qualifications and Experience
* A degree qualified (or equivalently experienced) professional with demonstrable experience in programme or project management within the public sector, regeneration, or community development and a strong understanding, experience of and commitment to place-based approaches and community engagement including extensive experience of managing complex stakeholder relationships and full project lifecycle delivery.
* Experience of managing complex design and delivery plans including ensuring that grant conditions are complied with and ensuring that effective community engagement contributes to the design and delivery mechanisms and ensuring all appropriate accountable body systems and processes are set up to support the boards with legal, finance and procurements which may be required including grant funding arrangements.
* Someone experienced in developing community boards or similar, to produce long‑term plans and lead succession planning for each area, who will be able to work alongside Pride in Place Boards to consider long term arrangements for the programme and aspirations to move to an independent status for individual areas.
* A person who has experience in managing significant budgets and can demonstrate skills in enabling effective Board governance and decision making and reporting to all relevant funding bodies/relevant parties including LCC and Central Government.
