About the Defence Infrastructure Organisation and Major Programmes and Projects
DIO is part of the Ministry of Defence (MOD). We play a vital role in supporting Defence by leading and managing the delivery of what the Armed Forces need to live, work, train and deploy on operations. Major Programme & Project Delivery (MPP) is accountable and responsible for the delivery of infrastructure capital projects to support the Front-Line Commands (FLCs) in the UK and overseas. MPP provides infrastructure project delivery and expert input to the early development of programmes and projects across the FLCs both in the UK and overseas. MPP has adopted the principles of Portfolio, Programme and Project Management (P3M) champions them across DIO.
About DIO MPP Navy, Air & DE&S (NADES) Directorate
The DIO MPP NADES Directorate manages an £8.4bn portfolio of work, covering three distinct customer groups across a dispersed geographic area. This includes all capital construction work undertaken in the UK on behalf of the Royal Navy, Royal Air Force, Defence Equipment and Support as well as elements of the Defence Estates Optimisation programme. The new customer focused NADES directorate strives to build commonality and consistency of service across the portfolio, delivering outstanding service in terms of time, cost and performance, in a safe and responsible manner.

Are you passionate about transforming infrastructure delivery through innovation and collaboration? We’re looking for a dynamic and forward-thinking Programmatic Approach Lead to drive the evolution of our asset and programme management strategy at a pivotal time for Defence infrastructure.
This is an exciting opportunity to join the MPP NADES team operating within the Programme Management Office (PMO). In this influential role, you’ll lead the continued development of our pioneering programmatic approach - shifting from reactive “fix on fail” maintenance to a proactive, data-informed asset management model that supports critical investment decisions across the Front Line Commands (FLCs). You’ll work closely with stakeholders across multiple departments and disciplines, fostering strong relationships and aligning efforts to support delivery of smarter, more efficient infrastructure outcomes.
Your ability to engage and influence a wide range of technical experts, project delivery professionals, and commercial teams will be key. You’ll help shape and coordinate the pipeline of Airfield Operating Surfaces (AOS) projects, while also identifying and championing opportunities to apply this approach to other related infrastructure asset classes.

Person specification
Working at the heart of a high-profile capital infrastructure delivery team, the Programmatic Approach Lead will be responsible for:
* Developing a clear understanding of the infrastructure intervention requirements for AOS, AGL, and other assets as identified by NADES Programme Director
* Continuing to develop the data availability for AOS and AGL assets to ensure we can effectively assess and report on asset condition for intervention planning and risk management
* Ensuring accurate reporting up the chain and to relevant authorities and improving on our communication of risk to enable effective intervention decisions to be made
* Work with FLCs to develop and maintain 10 Year Infrastructure Plans for those assets – working towards whole lifecycle planning
* Delivery of pre–RIBA Stage 0 studies that will assist with the development of a detailed URD, exploring and defining the scope of projects to minimise cost shocks and project delays during later RIBA stages
* Working with Commercial staff and Delivery colleagues to effectively utilise the current AOS alliance partnership contract
* Working with Commercial Staff to develop the next iteration of the AOS alliance partnership contract
* Ensuring Early Contractor Involvement (ECI) opportunities are exploited and collaborate with the supply chain to develop optimal delivery solutions
* Managing team resources and funding to achieve programme outcomes
* Managing the programme budget and plan
* Promoting strong working relationships with all colleagues across MPP, DIO and MoD
* Seek to challenge and improve current ways of working to deliver benefits to defence
* Contributing to a positive, collaborative and proactive working environment
* Ensuring implementation and management of the Benefits Realisation Plan
* Developing a culture of continual improvement within the team; Sharing best practice amongst peers and undertake lessons learned exercises for projects
