Job Overview

This post is open to employees of the five LAASP organisations. As part of your application, you will be asked to confirm that you are a current employee of The Clatterbridge Centre, Liverpool Heart and Chest Hospital, Liverpool University Hospitals, Liverpool Women’s Hospital or The Walton Centre.

NHS University Hospitals Liverpool Group (UHLG) are undertaking a wide-ranging digitisation programme, underpinned by the procurement and implementation of a new Electronic Patient Record (EPR) and the optimisation of existing digital clinical systems across the Group.

The programme is an ambitious transformational project to drive the digitisation of work processes across the UHLG sites and the wider Liverpool Adult Acute & Specialist Provider (LAASP) Trusts.

The Group Chief Nursing Information Officer (CNIO) is primarily responsible for ensuring that the appropriate digital solutions and innovations are identified, procured and safely implemented to improve the quality and safety of care for our patients. The role serves as an essential liaison between our digital experts and our nurses, midwives and AHPs.

The post holder will act as a full member of both the Senior Nursing and Digital leadership teams.


Main duties of the job

The CNIO Will Routinely Undertake The Following Activities
* Support the CDIO, Senior Digital Team and CCIO & CSO colleagues in the delivery of the Digital Strategy
* Be the advocate amongst nurses & Allied Health Professionals (AHP) for all digital initiatives, working closely with nursing leadership to ensure safe and timely implementation of digital solutions.
* Be the strategic nurse, midwife and AHP voice at digital forums and the digital champion for nurses, midwives and AHPs.
* Be an active member of Digital Services, preparing the Group for our future Electronic Patient Record (EPR) and most complex transformation programme.
* Ensure that existing and new digital solutions have a high degree of acceptance and adoption by nursing, midwife and AHP colleagues, and
* Lead on changes in nursing, midwifery and AHP practice, and ensure compliance with national standards.
* Create a strong digital change network amongst nursing, midwifery and AHPs, recruiting, training, and encouraging and ensuring safe practices.
* Lead requirements gathering, documentation, testing, training, implementation, and support activities for the EPR and all digital solutions.


Detailed Job Description And Main Responsibilities

* Work as part of the Senior Leadership Team across the Group to ensure patient safety, clinical excellence and the delivery of a positive patient experience.
* Support the CDIO in the delivery of the Digital strategy
* Prepare the organisation for EPR and ensure safe and effective adoption
* Represent nurses, midwives and AHPs at key committees including the Digital Oversight Group (DOG), Digital Oversight Committee (DOC) and Information Governance Group (IGG). With active participation in Task and Finish Groups where required.
* Provide professional expert advice to nursing, midwifery, AHP and digital staff across the Group.
* Lead the nursing, midwife and AHP digital improvements in safety, quality and patient experience across the Group.
* Represent nursing, midwife and AHP views around Quality and Safety within the EPR implementation process and across other digital systems and technologies in use across the Group.
* Work with the Chief Nurse, Deputy Chief Nurse, Site Directors of Nursing and Divisional Directors of Nursing across the Group in setting, developing and monitoring standards for the delivery of excellent Nursing, Midwifery and AHP care and professionalism, both in terms of Digital Nursing nursing and informatics and more generally.
* Contribute to the development of plans to monitor the delivery of key Trust strategies including development of metrics to support and report on the implementation of Quality Improvement programmes.
* Ensure that clinical skills and professional development of the nursing, midwifery and AHP workforce, and that it relates to digital services and systems across the Group.


Qualifications

Essential criteria
* RGN/RM/AHP
* Masters degree
* Current employee of a LAASP organisation
Desirable criteria
* Teaching qualification or equivalent
* Management qualification related degree
* Project management qualification


Experience

Essential criteria
* Significant evidence of project management experience & skills
* Good evidence of infection control, privacy, dignity and clinical risk. Experience in Clinical audit from initiation to presentation of results
* Proven clinical leadership skills – a visionary leader
* Demonstrable experience of and an ability to effectively deal with conflicting situations
* Evidence of working at Hospital Management Board level
* Significant experience of leading service development/improvement. Experience of change management, project implementation and development of training programmes
* Use of data intelligence and audit information to lead and effect practice improvement
* Demonstrable experience of leading technology based clinical projects in a complex environment
* Demonstrable experience of developing business cases for strategic Digital investment. Ability to prioritise workload of self and others
* Significant experience in a senior nursing, midwife or AHP role – ADN level or above
* A record of success in managing significant directorate change whilst also developing and maintaining the provision of a high quality service
* Interview officer training and experience
