Technical Surveyor and Site Manager, SURREY COUNTY COUNCIL
This permanent role in the Estates Management team offers a starting salary of £41,585 per annum based on a 36‑hour working week. You will predominantly work on site, splitting your time between working from home, visiting sites and collaborating in the office.
Land and Property is a key function of Surrey County Council, delivering services for a portfolio that includes over 1,500 assets valued at more than £2 bn. Reporting to the GRT & Vacant Property Team Leader, you will manage our portfolio of gypsy caravan sites, ensuring the landlord’s obligations are fulfilled and occupiers remain compliant with the terms of the occupancy agreement. You will also implement the County Council’s unauthorised encampment policy and assist with other property‑management and estates issues.

Responsibilities
* Contribute to the overall development plan for the delivery of services to Travellers and other tenants, liaising with partner and Traveller organisations.
* Actively manage the sites, making decisions on repair, maintenance, security and other day‑to‑day property‑management matters to keep services on time, fit for purpose and legally compliant.
* Implement a robust mechanism for rent and housing‑benefit collection, ensuring all relevant outgoings are paid by occupiers and providing regular arrears reports and income projections.
Qualifications and Skills
* Experience working with the Gypsy, Roma and Traveller Communities and knowledge of their cultural history.
* Experience in an environment where breaches of law or agreements require a robust yet sensitive approach.
* Ability to handle challenging environmental and situational issues.
* Practical experience in a wide range of property and estate‑management issues.
* Experience in site maintenance, security and contractor management.
* Knowledge of compliance requirements and regulatory standards.
Additional Information
The role requires daily visits to sites within Surrey. The team operates from the Woodhatch office in Reigate, but staff will work flexibly across multiple locations using agile working methods.
