We are seeking a Programme Manager – Transport to lead the coordination and management of activities across the Transport Investment portfolio. This role is central to ensuring that programmes are effectively planned, monitored, and delivered, meeting all internal and external requirements.
Working closely with senior leadership, including the Director of Transport, Head of Transport Investment and Head of Transport Strategy, you will ensure that complex programmes are delivered efficiently, transparently and to a high standard.

Key Responsibilities
* Lead the coordination and management of the Transport Investment team workplan, ensuring all programme requirements and external obligations are met
* Develop and maintain clear schedules of activity, aligning programme delivery with corporate processes and deadlines
* Review funding requirements, guidance and compliance conditions to ensure all obligations are understood and delivered
* Produce and maintain programme monitoring tools, including Gantt charts and delivery plans, to communicate progress clearlySupport delivery teams in the preparation of reports, briefings and communications to meet programme milestones
* Work closely with the Programme Management Office and internal stakeholders to align transport programmes with wider organisational priorities
* Identify resource requirements and provide senior leadership with recommendations to support efficient and effective programme delivery
* Liaise with external funding bodies, including the Department for Transport, to ensure clarity of expectations and compliance
* Facilitate governance processes, supporting the preparation and coordination of materials for boards, committees and formal meetings
* Participate in partnership meetings and working groups to ensure clarity of roles, responsibilities and delivery timelines
* Monitor programme delivery, identifying risks and issues, and supporting resolution to maintain progress
* Build collaborative relationships with neighbouring authorities and transport partners to support cross-boundary working
Leadership Responsibilities
* Providing leadership and direction to teams, fostering a positive, accountable and collaborative culture
* Supporting staff development through coaching, mentoring and performance management
* Ensuring effective communication across teams and stakeholders
* Managing resources and workloads to achieve programme objectives
About You

Essential Skills and Experience
* Experience of programme management within a multi-functional or public sector environment
* Strong organisational and prioritisation skills, with the ability to manage multiple activities concurrently
* Proven ability to produce clear, structured and accessible reports and programme documentation
* Ability to communicate complex information clearly to a range of audiences, including non-technical stakeholders
* Experience working collaboratively across teams and organisations, including multi-agency environments
* Ability to set clear priorities and support colleagues in organising and delivering work effectively
* High levels of personal and professional credibility, integrity and accountability
Desirable
* Experience working within government or in line with government funding requirements
* Knowledge of programme management methodologies within a public sector context
* Experience working in a politically sensitive environment
* Experience contributing to a positive and inclusive organisational culture
Qualifications
* Degree (or equivalent experience) in a relevant discipline
* Evidence of continued professional development
* Membership of a relevant professional body is desirable
