The Treasury plays a critical role at the heart of Government in the UK and, together with the Cabinet Office and Number 10, forms the centre of the Government and wider Civil Service.
The Treasury is a small, agile and professional institution organised around thematic Director-led groups of standing and project teams.
This role can be based in either London or Darlington. Some travel will be expected as part of the role, including international travel.
The Darlington Economic Campus is a pioneering new cross-government hub which bring together departments and public organisations which lead on some of the most important economic issues of the day.
More than 1,200 roles will be based at the Darlington Economic Campus by 2025, across teams from HM Treasury, the Department for Levelling Up, Housing and Communities, the Department for Business Trade (formerly DIT and BEIS), the Department for Science Innovation and Technology (formally DCMS and BEIS), the, the Department for Digital, Culture, Media and Sport, the Office for National Statistics, the Competition and Markets Authority and the Departments for Energy Security and Net Zero (formally BEIS). In addition, the Department for Education already have a base in Darlington of c700 people.�
Job description
Role Overview
The Director Business and International Tax is a member of the Tax and Welfare family and a part of the collective leadership of the Treasury, a department of c2000 staff. The Director jointly leads this group with one other director. Together they operate the heart of the Treasury to develop policy and strategy for business and corporation taxes, handling of international tax strategy. As a Group, BIT is responsible for over �400bn of revenue raised each year.�The Group works closely with other government departments and is outwards facing towards key stakeholders, including business, industry, interest groups and international counterparts.
The post holder is responsible for�
1. International business tax strategy and stakeholder engagement
2. Corporation tax
3. Technical tax policy support across the wider tax landscape
Key Responsibilities
The post-holder will:
4. Provide strong leadership to the 130 employees in the BIT group with your co-director, working together to create a supportive and inclusive environment, promoting wellbeing and developing talent.
5. Act as the most senior tax specialist within the Treasury, with proven ability to craft and successfully deliver major tax changes including new and innovative taxes in the business and international tax sphere.
6. Represent the UK at high level on cross-border and other international tax, with a track record of influencing at the most senior levels in multilateral and bilateral negotiations to defend and deliver the UK�s interests.
7. Explain complex technical issues in accessible terms, both to Ministers and in communications with the public, stakeholders and internationally.
8. Collaborate effectively with the rest of the Treasury, with HMRC through the Policy Partnership, and with counterparts in other countries.
9. Support the Director General for Tax and Welfare to develop and deliver the government�s overall tax strategy.
Person specification
While in post, the successful candidate will be expected to perform well across the full range of Senior Civil Service behaviours set out in the Success Profile framework and demonstrate commitment to the Civil Service values.�
The criteria for the purpose of selection are:�
10. Sound judgement and strong strategic vision, with a track record of leading in uncertain and complex policy environments
11. Excellent influencing and interpersonal skills with a proven ability to gain the confidence of and work effectively with senior stakeholders such as Ministers (or board-level equivalents) and to work collaboratively across an organisation and with international counterparts
12. In-depth knowledge of the UK business tax regime, experience of delivering significant policy change (such as the introduction of a new tax), together with an understanding of tax policy, the Budget process, and/or fiscal and spending frameworks
13. Experience of defending and securing the UK�s interests in complex multilateral negotiations and representing the UK at international fora
14. Excellent people leadership skills, with experience of setting direction and creating a working environment in which teams deliver at pace in an inclusive way.
