Position Summary
ERT is seeking a Product Manager (PM) to lead program-level product strategy and backlog management for the modernization of AWIPS (Advanced Weather Interactive Processing System) into a cloud-native, microservices-based enterprise platform.
The Product Manager is responsible for defining the program vision, roadmap, and features that align with business objectives, mission priorities, and stakeholder needs. Working within a Scaled Agile Framework (SAFe) environment, the PM partners with Product Owners, Release Train Engineers (RTEs), System Architects, and business stakeholders to ensure delivery of high-value cloud capabilities.
This role requires both strategic product leadership and technical fluency in cloud, DevSecOps, and large-scale system modernization.
Key Responsibilities
Program Backlog Ownership & Vision
1. Own and prioritize the Program Backlog of features and enablers.
2. Define and communicate the vision, roadmap, and release strategy for the ART.
3. Translate business needs, mission goals, and technical requirements into actionable features.
Stakeholder Engagement
4. Collaborate with business owners, mission partners, and system users to understand requirements and value drivers.
5. Align program outcomes with organizational strategy and funding priorities.
6. Serve as the primary program-level voice of the customer.
Collaboration with Agile Teams
7. Work closely with Product Owners to decompose features into team-level stories.
8. Provide guidance and prioritization during Program Increment (PI) Planning.
9. Support dependency management, ensuring features are delivered in alignment with architectural runway and mission timelines.
Delivery & Value Realization
10. Ensure delivered features meet acceptance criteria and align with the program’s definition of done.
11. Track delivery progress against the roadmap and program objectives (OKRs, KPIs).
12. Measure and communicate the business value delivered by the ART.
Continuous Improvement & Innovation
13. Champion innovation within the ART, encouraging adoption of emerging cloud-native practices.
14. Identify opportunities to improve delivery efficiency and maximize value stream performance.
15. Participate in Inspect & Adapt workshops, providing feedback on system demos and program health.
Required Skills
16. 7+ years of experience in product management, program management, or related roles in a large-scale enterprise or mission-critical system.
17. Strong knowledge of SAFe or other scaled agile frameworks (SAFe POPM certification preferred).
18. Proven track record of defining and delivering large-scale technology products or platforms.
19. Experience with cloud computing platforms (AWS, Azure, or GCP), microservices architectures, and DevSecOps practices.
20. Excellent communication, facilitation, and leadership skills.
21. Ability to balance technical and business priorities across multiple stakeholders.
22. Must be a US Citizen or Permanent Resident and be able to pass a background investigation to obtain a security badge to enter the applicable government facility.
Desired
23. Experience in government, weather, geospatial, or scientific mission systems (e.g., NOAA, NWS, NASA).
24. Background in large-scale system modernization or cloud migration initiatives.
25. Familiarity with AWIPS or similar operational platforms.
Education
BS in Computer Science, related discipline, or equivalent.
Location
This position supports work at NOAA's Silver Spring and College Park, MD facilities and may be performed remotely with 0-25% travel.
Compensation
The salary range for this role is $62,000 - 275,000/year. This range is a good faith estimate based on similar roles across the organization. ERT uses several factors when extending an offer, including but not limited to, the position's scope and expected duties, a candidate’s work experience, education/training, and key skills.
