About the Role
A vital and high‑impact opportunity has arisen for an experienced and proactive Housing Policy Officer to join EMCCA as part of our growing Housing and Regeneration portfolio. The successful candidate will help shape the region’s long‑term housing approach, provide high‑quality advice to elected Members, commission research, develop policy proposals and support strategic decision‑making across Derbyshire, Nottinghamshire and the wider East Midlands.
Responsibilities
* Support the development of governance, officer meetings and work programmes for the Housing and Land Committee.
* Lead and support the commissioning, drafting and presentation of policy papers and options.
* Work collaboratively across constituent and non‑constituent councils, housing associations, developers, Homes England and other key stakeholders.
* Analyse data, interpret legislation and government policy, and translate complex issues into clear, actionable recommendations.
* Contribute to the development of EMCCA’s strategic housing frameworks and long‑term regional housing priorities.
* Help build a shared evidence base across partners, supporting joint working and consistent regional policy approaches.
Qualifications
* Relevant degree or equivalent experience, with evidence of and commitment to CPD.
Required Skills
* Strong written and verbal communication skills, including the ability to produce high‑quality reports and policy papers.
* Excellent analytical capability, with experience interpreting data, legislation and policy.
* Confidence, curiosity and a proactive approach to exploring new and emerging work areas.
* A collaborative working style and enjoyment of engaging with a wide range of partners.

Preferred Skills
* Experience in housing strategy, housing policy, planning or related fields (highly beneficial).
