Job description


We are looking for an experienced Finance Reporting and Consolidation leader to head up the delivery of - we think - one of the most interesting sets of Annual Report and Accounts in Government. The work of DESNZ covers a wide range of activity including an increasing proportion of financial transactions to enable infrastructure development and private sector investment.

This is a truly pivotal role which will ensure that the department meets its statutory financial reporting obligations and delivers high-quality, transparent financial information to Parliament and the public. As Head of Group Financial Reporting, you will lead the production of the DESNZ Annual Report and Accounts, including consolidation of financial data across the group, and ensure compliance with HM Treasury and Cabinet Office requirements. You will hold close relationships with senior stakeholders across the department, within governance committees, arm's-length bodies, and external auditors to deliver accurate and timely financial reporting.

The Financial Accounting and Reporting team of c.16 that this post manages is temporarily structured (for an initial 12m period) with a separate G6 lead for Financial Accounting to work alongside the Group Financial Reporting lead while we review our operating model and prepare for implementation of a new ERP system. The teams work closely and collaboratively, but broadly speaking, Financial Accounting focusses on DESNZ Core technical accounting management, and Financial Reporting on Arm's Length Body technical issues, consolidation and reporting.

Key responsibilities

* Lead the preparation and delivery of DESNZ's Annual Report and Accounts, ensuring compliance with the Financial Reporting Manual (FReM).

* Manage the consolidation of financial data and annual report information from across DESNZ and its group entities, including the required planning, communication and relationship building.

* Provide expert advice to the department and its entities on financial accounting standards and reporting requirements.

* Lead engagement with the National Audit Office (NAO) and ensure a smooth audit process.

* Develop and maintain robust financial reporting controls and governance.

* Support the department's financial planning and performance reporting activities.

* Ensure implementation of NAO recommendations and continuous improvement in our financial reporting and audit management processes.

* Provide exceptional leadership, line management and development of a team of finance professionals, fostering a culture of excellence and continuous improvement.

As a line manager, you will be responsible for working with your members of staff to define their objectives, as well as managing their development and performance.

Essential criteria

* Substantial experience in consolidating Group financial statements and co-ordinating their delivery to challenging timescales
* Strong technical knowledge of financial reporting standards, particularly IFRS and FReM.
* Proven experience in preparing statutory accounts in a complex organisation.
* Excellent stakeholder management and communication skills.
* Ability to lead and motivate a team in a fast-paced environment.
* Strong analytical and problem-solving skills.
* Qualified accountant (e.g., ACA, ACCA, CIMA or equivalent).

Desirable criteria

* Experience working in or with central government departments.
* Project management experience or qualification

CCAB or CIMA / equivalent professional qualification
